Box 4009 Fort Walton Beach, FI 32549 Dear Mr. Mayor: In reference to your letter to Chairman Bill Roberts dated September 26, 2005 regarding the ''Northwest Florida Humcane Storm Tide Atlas Jurisdiction of Okaloosa County May 1998" study: The best available Okaloosa County Humcane Storm surge data was prepared by the U. S. Army Corps of Engineers, Mobile District in May of 1998. This project was jointly funded by the State of Florida, the Federal Emergency Management Agency, and the U. S.Army Corps of Engineers. This study, titled " Northwest Florida Hurricane Storm Tide Atlas Jurisdiction of Okaloosa County May 1998", uses the SLOSH model to determine surge heights based on hurricane strength, wind speed, and direction of movement. Once these surge heights are determined, the still water flooding associated with the surge is calculated by subtracting the ground elevation from the associated surge elevation. Therefore, an accurate ground elevation is very important in determining the extent of flooding associated with a particular surge. The U. S. Army Corps of Engineers used 10 foot contour, Pre- Hurricane Opal, U. S. G. S. quadrangle maps to determine the ultimate storm surge limits for each hurricane category. I agree that subsequent tropical systems since Humcane Opal have certainly altered dune heights and inland topography. Okaloosa County and most of the counties in Northwest Florida currently possess much better and more current elevation information than the U. S. G.S. quadrangle maps. It is however, currently beyond the scope and ability of Okaloosa County GIS to "... bring these storm surge maps up to date..." I would certainly be able to provide any agency deemed proficient and capable of computing and analyzing the SLOSH model with our most accurate digital elevation data. GIS Division 1804 Lewis Turner Blvd, Suite 402 Fort Walton Beach, FL 32547 850) 651- 7570 FAX (850) 651- 7576 C',:) C~ Hon. Mike Anderson, Mayor October 5, 2005 City of Fort Walton Beach Page # 2 I would suggest the counties of Northwest Florida, petition the State of Florida, FEMA and the Corp of Engineers to fund a new study based on current data. As you may be aware, the May 1998 study does reflect a " worst case" scenario using the maximum surge heights coupled with a mean high tide. Okaloosa County and the City of Fort Walton Beach are currently reviewing evacuation zones using the May 1998 surge zone models and empirical storm related experience to redefine areas that need to be evacuated due to a storm event. Therefore, these evacuation zones and not the May 1998 surge zones will determine what areas will be evacuated. I would be happy to discuss these issues with you at any time. an Sambenedetto GIS Manager micro@co. okaloosa. fl. us cc: Chairman Bill Roberts James D. Curry, County Administrator C'
