CITY OF FORT WALTON BEACH
MEMORANDUM
DATE: November 1, 2005
TO: Joyce Shanahan, City Manager
FROM: Mark Wiltsie, Director of Human Resources
SUBJECT: Finance Director Recruitment
Backt!round:
On October 20, 2005, Mike Burton submitted his resignation as Finance Director for the City
of Fort Walton Beach. As such, staff prepared a job announcement for publication in the
local newspaper and several specific agency or association websites.
At their October 28th meeting, City Council approved placement of the job announcement to
begin the recruitment process to fill this position.
Discussion:
As a result of City Council' s approval to place the job announcement, staff advertised the
position in the following:
Northwest Florida Daily News Sunday, October 28th edition.
City of Fort Walton Beach website.
Florida Public Personnel Association web site.
Florida Government Finance Officers Association website.
Florida League of Cities Datagram, November 15th edition.
In addition, staff electronically mailed the job announcement to Ken Small, Financial Services
Manager with the Florida League of Cities, to be placed in his e- mail distribution to public
entities throughout the State of Florida.
With regard to the recruitment schedule, staff has prepared two ( 2) alternatives for City
Council consideration. For both alternatives, the timelines and job announcement locations
are the same. The distinctions between the two are as follows:
Alternative # 1:
For this alternative, a Review Committee appointed by the City Council would receive and
review applications and prepare a short list of 5 to 7 candidates for an interview. Following
interviews by the committee, a list of finalist ( 3 to 5 candidates) would be forwarded to City

Council for final interview and selection. This method was utilized in June of 1997 when
Gail Abraham announced her resignation as Finance Director. A copy of the minutes of the
June 24, 1997 City Council Meeting are attached for review. The Review Committee
consisted of the City Manager, Human Resources Director and MIS Director. This process
seemed to work well as staff screened the candidates and at the same time left the final
interviews and selection to be detennined by City Council as required by the Charter. If this
alternative is chosen, City Council could appoint members of the Review Committee at the
November 8th or 22nd regular council meeting; and based upon infonnation from the City
Attorney, the Review Committee would be subject to the Sunshine Law.
Alternative #2:
This alternative would include providing the Mayor and City Council members with a copy of
all applications and resumes and a summary of qualifications ( i. e., those applicants that meet
minimum qualifications and those that do not). In addition, the City Council would meet to
short- list the candidates and schedule interviews. Following the interviews City Council
would request staff to conduct background investigations, reference checks, and credit check.
Finally, an item would be placed on a City Council agenda to consider an appointment. The
successful candidate would also be subject to a physical and drug screening. '
Conclusion:
Staff respectfully requests City Council consider the recruitment alternatives discussed above
and provide direction to the City Manager as to their preference of the attached alternative
recruitment schedules.
Respectfully Submitted,
Mark Wiltsie
