and a toilet and inal in the men' s. It was commented that it will need facili' s that can handle large
groups. Mr. Odom tated if there were a large event, they would have to sug ement it with rental toilets.
In response to the qu tion on the layout of the parking near the pia area and whether there will be
concrete
speed bumps to slow do n traffic, Mr. Odom explained the entire pa will be raised with solid
around the playground an commented that speed bumps would e a good idea.

In response to the comment on the a unt of CRA f ds being requested for property that is not owned
by the City, Mr. Odom replied that Upto Station' a very large part of the funding source for the CRA
and he would be willing to lease that area 0 th ity for a nominal amount.
It was expressed that, in the event the prog would be sold, the City would need assurance that the
new owner would agree to take care of t mai enance costs.
It was commented that the neighborh od has no se e of continuity and Mr. Odom was asked if he had

MATCHING STREETSCAPE GRANT REQUEST - BEACH COMMUNITY BANK
CRA Case # 05- 16- MSG. Request by Moore Bass Consulting, I nc., a pplicant, for consideration 0 f
recommendation of Matching Streetscape Grant funds for Beach Community Bank ATM Facility at 25
Perry Avenue SE.
David Smith, Civil Engineer with Moore Bass Consulting, representing Beach Community Bank, explained
the second request is for the proposed improvement to remove the concrete sidewalk in front of the ATM
machine along Perry Avenue and replace with an 8' decorative brick paved sidewalk. He passed around
colored rendering that showed the decorative pavers as well as additional landscaping. He requested
approval of the request for grant funds in the amount of $8, 835. 00.
The question was asked if it would be possible to install an 8' sidewalk along Chestnut Avenue instead of
a 5' sidewalk. Ansley Yarbrough, Landscape Architect with Moore Bass Consulting responded that once
the details are fine-tuned, they consider it. Ms. Fowler pointed out that the plan only requires a 5'
sidewalk.Mr. Pelham commented their only concern would be if it would impact storm water
management, but they would look at it.
Ms. Fowler mentioned that only $ 10, 000 was placed in the budget for Matching Streets cape Grants and if
this request were approved, it would require a budget transfer. She suggested that funds could be
transferred from the contingency fund.
The CDS Director further explained there had not been many applications so it was thought that $ 10, 000
would be enough. She stated they encourage people to apply and if it is approved, then funds can be
transferred into the account.
The City Attorney received confirmation that the applicant understood that approval is conditioned upon a
transfer of funds that will require Council action, and further that the appropriate agreements with FDOT
and the City will be required.
