SUBJECT: Request for City Council to Waive the Formal Bid Process for Rehabilitation
of Eligible Homes under the HOME Again Florida
Housing Finance
Corporation Disaster Relief Assistance Loan Program.
BACKGROUND
The City executed a contract with the Florida Housing Finance
Corporation to act as a subrecipient
for the HOME Again Florida Housing Finance Corporation Disaster Relief Assistance Loan
Program
in February 2005. This contract gives the City the ability to offer assistance to homeowners whose
principal residences had suffered damages due to Hurricane Ivan in September 2004. The City acts
as the " pass- through" agency for the loans, which are 0% non-
amortizing loans payable when the
home is sold or in the event of the last surviving homeowner' s death. For homeowner' s with an
income below 50% average median income, 50% of the loan is forgiven in a five-
year period at a
rate
