Toni,
October 1st our original Dispatch Service Agreement ends. We will no longer have to pay
Dispatch Fees which were a large part our Operations Budget. The enclosed document is what
is going to take its place. Please check for legal sufficiency and I will do the Staff on
it. Many thanks.

CITY COUNCIL MEETING

Ordinance - Second Reading
1801
Reorganization
Synopsis: Council approved staff's recommendation for
reorganization of departments, which requires adoption
by Ordinance
Agenda Item Number: 6. 1
CITY OF FORT WALTON BEACH
MEMORANDUM
DATE: May 29, 2009
TO: Robert T. Mearns, City Manager
FROM: Mark Wiltsie, Administrative Services Director
SUBJECT: 2009/ 10 Budget - Reorganization of City Departments
BACKGROUND:
With the development of the 2009/ 10 annual operating budget, staff engaged in the
initiative of reviewing the entire city -wide organizational structure to identify
opportunities to improve operational efficiency and effective service delivery and at the
same time reduce costs. As you are aware, there will be many challenges in the future to
continue to meet the service delivery needs and expectations of our residents.
DISCUSSION:
In light of the above, and given the current economic forecast with respect to declining ad
valorem tax revenues, and state revenue sharing, it seems an even more appropriate time
to re -think the way in which our organization interacts internally and in the delivery of
services to our citizens. The focus of the review included the following:
The number of managers and supervisors.
Streamline and consolidation of functions.
Potential for elimination of positions and associated reduction of costs.
In staffs view, the proposed reorganization which is identified by the attached
organizational charts, provides for a more efficient and effective municipal organization.
The major highlights of the reorganization include the following:
1. There would be no changes to the Administrative Services Department which is
responsible for Human Resources, Risk Management, Information Technology
and Public Information.
2. There would be no changes to the Finance Services Department which is
responsible for the Accounting, Financial Management, Budgeting, Auditing,
Purchasing, and Customer Service/Utility Billing functions.
3. There would be no changes to either the Police or Fire Services Departments.
4. The Recreational and Cultural Services Department would oversee Athletic and
Recreation Programs; Library and Museum; Grounds Maintenance for all Parks,
Right of Ways, and the Cemetery, and Golf Club Operations and Maintenance.
33-
5.
The Public Services Department would be re -named Engineering Services and be
responsible for Building Inspection and Permits, Code Enforcement, CRA and
CDBG, Engineering, Fleet Maintenance, Planning, Streets and Stormwater.
6. Utility Services Department would be responsible for Water Distribution,
Wastewater Collection, Water Operations and Sewer Operations, Facilities
Maintenance, and Sanitation.
The proposed reorganization would provide for a more streamlined structure and improve
on organizational efficiency and effectiveness. In addition, the reorganization, including
other reductions in staffing, would eliminate nine ( 9) full time positions, and reduce two
2) full time positions to part-time status which would result in an estimated annual
saving of $810,000.
RECOMMENDATION AND CONCLUSION:
Based on the above, I respectfully request City Council adopt Ordinance 1801 on second
reading amending Section 2. 14. 02 of the Code of Ordinances. The ordinance, if
approved, would formalize the departments and functional units within the City' s
organization.
