I must assure you the City of Fort Walton Beach remains eager to pursue the business, cultural, and tourism aspects of our relationship; in fact; City Council unanimously approved the proposed " Sister City" proclamation which I have enclosed for your review and comments. Also, I was greatly encouraged to learn the two Universities completed their " Sister University" agreement, which we hope results in student and faculty exchanges. I do hope you will accept my invitation to return to Fort Walton Beach in 2010 to experience the excitement of the Tennis Tournament, and perhaps that would be a good time to complete the " ceremonial signing" of the agreement, and culminate our relationship. Again, I am sorry I am unable to enjoy your wonderful country this time, and look forward to communicating further with you as the agreement progresses. Sincerely, Med vanliga halsningar, Mike Anderson Mayor VALKOMNA TILL AMERIKA 172 Regular Council 4- 28-09 TELECOMMUNICATIONS LEASE (CONT) Joe Gentilozzi, 706 Mayflower, stated he is employed by MBI Properties and was asked to stay close to this matter, and questioned the NEXUS test. The City Manager explained the NEXUS refers to whether a not for profit entity provides a public service that the City otherwise would have to provide, so therefore they would get less of a rental rate because if they did not provide the service the City would have to. Mr. Gentilozzi stated his feeling that the City should consider marketing some of the properties to get the true value from the organizations leasing the property or buildings. There was no one else who wished to speak. Mr. Garvie moved. to authorize the City Manager to execute an amendment to the Telecommunications Lease, MT -302T, by and between the City of Fort Walton Beach and PowertellMemphis, Inc. for the addition of one ( 1) antenna' set and ancillary equipment upon and around the City' s elevated water storage tank located at 623 Anchors Street. Mr. Reeves seconded motion. Mr. Nabors expressed his concern regarding the different lease rates the City charges and that he could not support this motion. The Mayor called for the vote on the motion and it carried by a vote of 5 to 1 with Holmes, Miller, Reeves, Garvie, and Patterson in favor and Nabors opposed (Rynearson absent). SISTER CITY PROCLAMATION The Mayor advised the proposed proclamation is in support of a joint Sister City relationship with Kristinehamn in Sweden, and if approved will be forwarded to Kristinehamn for their review and signature. The Mayor asked for public input. There was none. Mr. Garvie moved to approve the Sister City Proclamation between the Cities of Fort Walton Beach, Florida, and Kristinehamn, Sweden. Mr. Reeves seconded motion and it carried unanimously with Holmes, Miller, Reeves, Garvie, Nabors, and Patterson in favor Rynearson absent). FUNDING FOR TRIP TO SWEDEN ---SISTER CITY EVENTS Request approval of expenditure for funding up to $2,000 for the Mayor to attend the Sister City events in Sweden. The Mayor explained this funding will cover his airplane ticket to Sweden and a hotel room. Mr. Garvie moved to approve an expenditure for funding up to $ 2, 000 -for the Mayor to attend the Sister City events in Kristinehamn, Sweden. Mr. Nabors seconded motion. I The Mayor Y asked for public input. There was none. Discussion included the benefit of the Mayor traveling to Sweden and that the trip would not be an annual event; the importance of the Mayor's attendance in representing the City; and that the cost of $ 2,000 is not feasible in these economic times.
