ENGINEERING SERVICES DEPARTMENT
MEMORANDUM
Date: May 29, 2009
To: Robert T. Mearns, City Manager
From: Christy R. Johnson, AICP, Principal Planner
Through: Michael Beedie, P.E., Engineering Services Director
Subject: Presentation of the 2008 Waterfront Committee Annual Report of Activities
January 1, 2008 -December 31, 2008)
BACKGROUND:
On April 6, 2009, the Committee approved submission of the following 2008 Annual Report of
Activities.
SUMMARY OF ACTIVITIES:
The Fort Walton Beach Waterfronts Committee has several objectives identified in the waterfronts vision
plan, and a number of the objectives were completed this past year. The objective to ensure public views
of the water through creation of a public plaza with an interactive fountain was achieved with a proposed
fountain to be included in the redevelopment of a waterfront park and another plaza and fountain planned
by a private developer on a parcel just north of the Sound. A development order and development
agreement has been issued for the project, and the fountain is a condition of the agreement.
The objective to develop a waterfront boardwalk with connections from Highway 98 to the Sound is a
project ranked by the FWB Community Redevelopment Agency. The agency hopes to partner with the
Waterfronts Committee to obtain easements that have been identified for the boardwalk. The City' s Land
Development Code provides a density bonus incentive to developers to provide a boardwalk easement
along their waterfront.. The easements that have been committed to the City through the CRA Site Plan
process are mapped. North to south easements to allow entry points to the boardwalk are requested when
a waterfront boardwalk easement is provided by a developer.
Work has also been done to repair, restore, enhance and to maintain the area' s cultural and natural
environment. The City of Fort Walton Beach applied for and received $ 306, 000. 00 from the Northwest
Florida Water Management District for the installation of four stormwater pollutant separators. The four
sites are Liza Jackson Park, Fort Walton Landing, Hollywood Blvd. outfall, and Garners Beach outfall.
The City contracted with Goodwyn, Mills, and Cawood Inc., a local engineering consultant, for the
design, engineering, and surveying needed to complete the project. The City also purchased 100 stencils
that state " Drains to Bay" for installation on stormwater inlets to educate residents and visitors. To date,
some of these stencils have been installed as a joint effort between the City and the Waterfronts Florida
Partnership Committee. With assistance from the Choctawhatchee Basin Alliance, the City of Fort
Walton Beach applied for and received a Boeing grant for $ 1, 500. 00 to install 130 " Don' t Dump Drains
to Bay" stencils.
In an effort to protect the Shoreline and to re- establish natural vegetation and habitats, several thousand
native plants were used to complete the upland construction of Sound Park. In addition, City staff applied
for and received $ 46,000. 00 from the National Fish and Wildlife Services to rehabilitate the shoreline of
Sound Park with native plant species and to build an oyster reef adjacent to the current passive fishing
pier located at the park. This project was completed in November. In conjunction with the NFWFS grant,
2008 Waterfront Committee Annual Report
the Conservation Program Manager is entering local science classes teaching children about native plant
species and the eastern oyster. Several school children helped with the planting.
To educate the public on waterfront issues, City staff created a stormwater link on the City' s home web
page.
Recreational facilities at Liza Jackson Park, a waterfront park, were enhanced with grant and private
funding. Improvements included a privately funded walking trail and grant funded boat parking and
playground equipment. The City is also working with the CBA using Florida Forever Grant monies to
make modifications to Liza Jackson Park.
There have been many committee discussions involving the desire to develop a transient marine facility
with floating docks. This would give the boaters access to restaurants, groceries and other commodities,
the City Library, museums and other attractions within walking distance. The Fort Walton Beach
Waterfront Committee desires to have a small floating dock constructed that will accommodate up to
eight boats, depending on the length of each boat. Concept plans have been drawn. The Committee
needs to build community support and develop a funding source to construct the facility.
CITY COUNCIL RECOMMENDATION:
The Waterfront Committee requests the City Council to hear the annual report of activities for the
Waterfront Committee, ask questions, make comments and approve the committee to seek and
apply for grant funding to conduct a feasibility study for a transient marine facility with floating
docks at the FWB Landing.
