Chapter 163. The Department offers Okaloosa County the following comments and recommendations for your consideration regarding the proposed amendment. CPA 15-01 (Map Amendment): The site that is the subject to this amendment is located on the south side of US 90 east of Crestview, Florida, consisting of 718 acres. The comprehensive plan amendment proposes to change the existing Future Land Use (FLU) designation from 718 acres of Okaloosa County Agricultural (AA) to 718 acres of Industrial (I-1). It should be noted that of the 718 acres, only 650 acres of upland area have been deemed developable. This figure was used to calculate gross floor area (GFA), only 25% of this area will be developed. According to the existing FLU designations the maximum development that can occur on the 650 acres of AA (F.A.R. of 0.1) is 65 dwelling units (/ DUs/10 Acres), or 2,831,400 non- residential commercial (Tractor Supply Store). These land uses would create 71 and 3,939 p.m. peak hour trips, respectively. According to the proposed FLU designation, the maximum development that can occur on the 650 acres of I-1 is, 2,600 dwelling units (4 DUs/Acre), or 7,078,500 square feet on Non-Residential (/ndustrial Park) which would result in 1,972 and 5,552 p.m. peak hour trips, respectively. As indicated in the following table, the proposed development could result in a net increase of 3,489 p.m. peak hour trips. www.dot.state.tl.us Okaloosa County 15-01ESR — FDOT Comments and Recommendations March 6, 2015 Page 2 of' 5 TRIP GENERATION AS PROPOSED IN CPA 15-01 TE. i S of Development Land Use / Propos Code e Development AA (Residential) 1 DU/Acre 210 650 65 DU’s 71 Existing G l Ahf e 0.10 810 650 28314 KSF | 3,964 Commercial) [-1 (Residential) 4 DUs/Acre 210 650 2,600 DUs 1,972 Proposed [-1 (Industrial Park) 0.75 FAR 130 650 7,078.5 KSF* 5:552 ["(‘h:u e i rips *The proposed development is based on 25% of the total Developable space As seen in the following tables, a planning level analysis was prepared to establish whether state roadways in the vicinity of the project will operate at their adopted level of service (LOS) standards.
