previously been budgeted and identified but was never finalized.

FOR SR 30 IMPROVEMENTS

Department of Transportation (FOOT) is moving forward to widen
US Highway 98 through Destin from Airport Road to County Line
Road and is seeking right-of-way from Henderson Beach Road and
Triumph Drive which connects to US Highway 98. The easements
are temporary construction at no cost and effort to the County.
He said staff recommends approval of the two easements to FDOT.
Mr. Harris made motion, seconded by Mrs. Ketchel, to approve
request. 5 yeas.
RESOLUTION 16-87
WATER & SEWER - PURCHASE CENTRIFUGE SCROLL AND REPAIR GEARBOX
Mr. Jeff Littrell, Water & Sewer Director, requested approval to
purchase a scroll conveyor and have the old gear box rebuilt for
the centrifuge at the Arbennie Pritchett Water Reclamation
Facility. He said the centrifuge is used to dewater the bio-
solids located at the end of the treatment process which is a
single point of failure and these purchases would allow the
system to be rebuilt which is cost effective.
Mrs. Ketchel made motion, seconded by Mr. Boyles to purchase a
scroll conveyor in the amount of $29,623.50 and repair the
gearbox in a not-to-exceed amount of $34,500.00, both parts are
for the centrifuge at Arbennie Pritchett Water Reclamation
Facility.
Mr. Boyles said he appreciates the regular reports provided by
Mr. Littrell and his staff. He said staff's actions were
nothing short of heroic to keep the plant functioning by
diverting flows and keeping it within Environmental Protection
limits. He further stated this request is important, cost
effective, and will provide backup capacity. 5 yeas.

Okaloosa County Board of County Commissioners
Mr. Harris said this was discussed long ago, it's a good plan,
and has good prices.
Upon inquiry by Mrs. Ketchel regarding family friendly
advertisement, Mr. Kampert stated to ensure advertising promotes
a positive image for Okaloosa County and the public
transportation system, guidance is provided in the contract for
the types of messaging that cannot be installed. Okaloosa County
must approve any advertising prior to installation. He said
Growth Management will provide approval of advertising, with
guidance regarding questionable content from the County
Attorney, if needed.
Mrs. Ketchel made motion, seconded by Mr. Boyles, to approve and
authorize the Chairman to sign the advertising agreement with
Maruti Fleet and Management LLC, and authorize Maruti to
immediately begin its advertising sales campaign. 5 yeas.
GROWTH MANAGEMENT PUBLIC HEARING DATE TO MODIFY PUBLIC
TRANSPORTATION ROUTES
Mr. Elliot Kampe rt, Growth Management Director, said it's time
to begin getting input on the transit routes. He said Maruti
has reviewed the existing system and came up with some suggested
changes which include:
• Extend the operational hours from 7: 00 AM until 7: 30 PM to
6:00 AM to 7:40 PM
• Reduce the average number of stops per route from 26 to 11;
this will enable shorter run times
• Switch the system from a numbers-based system to a color-
based system to allow quicker assimilation of the route
layouts to riders
He stated the changes have to be posted in the newspaper to
provide opportunity for public comment and the route changes
will be posted on all buses and the County website. He
recommends the Board set a public hearing for 9:00 a.m. or soon
thereafter during the Board of County Commissioner's regular
meeting on June 7, 2016 to be held in the Crestview City Hall
Council Chambers.
Mr. Boyles made motion, seconded by Mrs. Ketchel, to approve
setting a public hearing for 9: 00 AM or soon thereafter during

the Board of County Commissioners' regular meeting of June 7,
2016.
Mr. Boyles thanked Mr. Kampert, for the presentation he and
Maruti provided at the League of Ci ties Quarterly Dinner where
Mrs. Ketchel had an opportunity to see firsthand the good work
resulting from the Cooperative. He said the Mayor of Fort Walton
Beach advocated at the dinner on behalf of the Cooperative
encouraging the few cities that had not joined to do so.
Mr. Kampert said Mrs. Ketchel has been very effective at the
meetings and her involvement is appreciated. He said the City of
Fort Walton Beach is in the process of designating a Park & Ride
on Hwy 98 and a shelter that meets ADA requirements.
Mrs. Ketchel thanked Mr. Kampert and said she is looking forward
to the good things Maruti is going to do. She expressed her
excitement that all the municipalities have come together and
concluded by saying, you can get a lot done if no one takes the
credit. 5 yeas.
COUNTY ADMINISTRATOR - AMENDED PROCEDURES FOR BOARD MEETINGS
Mr. Windes said this item was his initiative which he feels is a
better way to do business.
Mr. Stewart said at the Board's last meeting staff was directed
to provide a proposed amendment to Board policy regarding
matters being added to the agenda which are not part of the
published agenda requiring a supermaj ori ty vote to be heard at
the meeting. He said there is a practical issue of notification
to the public, saying our agendas are published on the County's
website and the public may look at the agenda unaware additional
matters were added. Mr. Stewart said there are occasions when we
need to hear matters on an expedited basis. He stated the
proposed amendment attempts to set forth this type of process,
whereby the Board would not be prohibited from hearing matters
not included on the agenda but there would be special
circumstances requiring a supermajority vote.
Based on Mr. Goodwin's inquiry, Mr. Stewart stated this process
could make the process more cumbersome and in part is the
intent. He said if matters are before the Board without public
notification, there would be an initial vote to consider the
matter, followed by consideration on the merits of the vote. Mr.

Stewart clarified it would be a two-vote process if the item was
not on the agenda.
Mr. Goodwin stated he was not in favor of changing the current
process and said the Chairman does a good job presiding over
meetings.
Mr. Harris stated he liked the proposed changes and feels it's a
good way to protect the sanctity of the agenda, but understands
the necessity of bringing up time sensitive matters, whereas
supermajority works well.
Based on Mrs. Ketchel' s inquiry, Mr. Stewart stated he is not
sure policy addresses whether the Chairman has the unilateral
authority to shelve an item and thinks a motion not to consider
it would need approval.
Mr. Harris made motion, seconded by Mrs. Ketchel, to approve the
proposed amendment to the procedures for meetings of the Board
of County Commissioners to require a supermajority vote to
consider matters that have not been included on the published
agenda.
Mr. Boyles said he was appreciative of the efforts to ensure
good order but was unclear whether the proposed amendment
compels the Board to get a supermaj ori ty before discussing the
item which would impinge on the Commissioner's Minute. He said
his preference is to tailor the process so it wouldn't be so
complex. Mr. Harris stated he didn't find the proposal to be
oppressive. He elaborated by saying if a motion was made that
was not on the agenda, the Board would implement the proposed
amendment but a discussion would have no bearing on the
amendment.
Mr. Goodwin proposed Mr. Stewart take a look at ways to reduce
the risk of prolonged debates about scope. Mr. Windes said the
amendment appeared simple to him but said "we have driven our
ducks through muddy waters."
Mrs. Ketchel stated she has reservations about the supermajority
vote and therefore withdrew her second and suggested the process
be reevaluated. Mr. Windes said the motion dies for lack of
second.

Mr. Goodwin recommended and received Board consensus for Mr.
Stewart to work with the comments provided. Mr. Boyles said he
will always advocate for keeping the rules as simple as
possible. Mr. Stewart stated he made note of Mr. Goodwin's
comments and attempted to obtain guidance from the Board on it's
preference for majority or supermaj ori ty. Mr. Boyles said to
add an i tern is a nullity because you only need a majority to
approve it and doesn't see a benefit to anything other than a
majority.
NEW BUSINESS - VALUE ADJUSTMENT BOARD APPOINTMENTS
Mr. Boyles stated this item is for the appointment of members to
the Value Adjustment Board. Following discussion, Mr. Peacock
stated per statute, this appointment to the VAB is for two
members from the Board and one citizen appointed by the Board.
Mr. Boyles made motion, seconded by Mrs. Ketchel, directing
staff to publish a public notice for members with a homestead in
Okaloosa County to submit a statement of interest to serve on
the VAB. Applications will be accepted through close of business
Tuesday, May 17, 2016 and staff will prepare an agenda item
listing citizens showing interest for the selection of a primary
and alternate member. 5 yeas.
Mr. Boyles volunteered to serve as a member on the VAB. Mr.
Harris made motion, seconded by Mrs. Ketchel, for Mr. Boyles to
serve as a member of the VAB. 5 yeas.
Mr. Goodwin said he would be happy to serve on the VAB. Mr.
Harris made motion, seconded by Mrs. Ketchel, for Mr. Goodwin to
serve as a member of the VAB. 5 yeas.
