Scope of Services for
Fairchild Road North
Dirt Road Paving
Okaloosa County, Florida
March 6, 2013
Hatch Mott MacDonald (HMM) is pleased to submit our proposal to provide Civil Engineering services
for the above referenced project located along Fairchild Road from CR 188 (Airport Road) south to the
existing pavement at the entrance to L-3 Crestview Aerospace located in Okaloosa County, Florida. The
existing dirt road is approximately 1.82 miles (+/- 9600 LF) in length. It is our understanding that the
requested services include data collection, roadway and drainage design, permitting, plans production
and bidding assistance with the goal of delivering an estimate of probable cost for construction and a
final plan set to pave Fairchild Road from the limits described above. This proposal is based on our
understanding of the project, the level of effort required to complete the scope of services defined below,
as well as past experience with projects of similar size and scope.
Basis for Scope of Services
HMM developed this scope of services with the following conditions:
e Okaloosa County will advertise this project for contractor bids.
e The existing bridge structure and ancillary items (guardrail, rip rap, etc) are excluded from this
Scope of Services.
TASK 1 - Data Collection
HMM shall collect and review available information pertaining to the existing conditions within the
defined areas. This shall include, but not be limited to, collecting GIS and existing records from
Okaloosa County, performing site reviews, survey of the critical areas, geotechnical exploration and
wetland delineations within the included project limits.
1.1 Field Reviews
This subtask shall include a thorough review of the project limits and existing features, including all
roadway and drainage components, in order to gain a better understanding for development of the
project.
1.2 Survey
This subtask shall include establishing horizontal and vertical control and a baseline of survey
throughout the project limits. These efforts also include collecting limited topographic surveys,
which include, but not limited to, above ground facilities, structures, pavements, fences, property
markers, existing drainage structures and above ground utilities. Cross sections will also be picked
up every 500’ along the roadway and DTM shall be collected through the curves to provide a
foundation for setting the geometric controls. This task shall also include surveying wetlands
adjacent to the roadway for the purpose of determining any impacts.
1.3 Geotechnical Investigation
This subtask shall include performing a geotechnical investigation for the project in order to
determine the subsurface conditions along Fairchild Road. This task shall include, but not be
limited to, clearing registered utilities at the site before drilling, obtaining an Okaloosa County right-
of-way permit, mobilizing and laying out the borings in the field, drilling 20 SPT borings in the
existing roadway, performing visual classification of the soil samples, collecting two samples for
LBR testing and analyzing the test data to develop the appropriate geotechnical engineering
recommendations for the project.
1.4 Wetland Delineation and Permitting
This subtask shall include, but not be limited to, a jurisdictional determination of all wetlands
regulated under 33 CFR 320-330 (US Army Corps of Engineers in accordance with the Corps of
Engineers 1987 wetland delineation manual) and Florida Department of Environmental Protection
(FDEP) under Chapter 62-340 F.A.C. These efforts will consist of identification of all wetland
resources and review of the land uses and vegetation types, as well as those citing habitat
preferences for rare, threatened and species of special concern, and identify any specific areas within
the project area that could possibly support listed species.
From a State of Florida permitting perspective, it is our understanding that this project should
qualify under the Notice General Permit (NGP) 62-330.448 Florida Administrative Code (F.A.C.) to
allow the repair, stabilization, or paving of an existing county maintained road and the repair or
replacement of bridges that are part of the roadway, within the Northwest Florida Water
Management District (NWFWMD). As part of using the NGP, some effective means of stormwater
management within the right of way must be incorporated into the project, for instance constructing
roadside swales, which can be performed as part of this project. It is our understanding that the
activities for this project should qualify under the Nationwide Permit #14 Program in order to
comply with the Federal permitting regulations. This program authorizes activities required for the
construction, expansion, modification, or improvement of linear transportation projects in waters of
the United States. Both the State of Florida NGP and the Federal nationwide permit program
authorize up to / acre of non-tidal impacts to regulated wetlands, impacts greater than % acre will
require an individual permit and additional permitting fees.
TASK 2 - Roadway and Drainage Design
After the data collection process is complete, HMM will evaluate the data and begin designing the
proposed improvements for Fairchild Road. This will consist of analyzing the existing and proposed
cross drains and roadway geometrics, producing roadway plans and preparing design documentation.
2.1 Analyze Existing and Proposed Conditions
This subtask shall include analyzing the existing drainage conditions and provide recommendations
for improvements within the area. HMM shall delineate the contributing basin for the existing cross
drains, excluding the bridge crossing, and calculate the peak runoff rates within each basin. Once
the hydraulics are finalized, HMM can proceed with setting the proposed roadway geometrics for
the project. This shall include, but not be limited to, establishing a proposed horizontal alignment,
vertical grades (where applicable), determining the proposed typical section and calculating a
pavement design.
2.2 Plans Production
This subtask shall consist of producing construction plans for three phases (30%, 75% and 100%
completion) of the project. This includes production for, but not limited to
e Key Sheet
e Summary of Pay Items Sheet
e Typical Section Sheet
e Project Layout Sheet
e General Notes/Details Sheet
Roadway Plan/Profile Sheets
Cross Section Sheets
SWPPP Sheets
Erosion Control Plan Sheets
Traffic Control Plan Sheets
Utility Adjustment Sheets
Signing and Pavement Marking Plan Sheet
2.3 Prepare and Deliver Documentation Report
HMM shall prepare a brief report that documents the efforts undertaken during the completion of the
above described subtasks. The written report shall include the data gathering efforts, document
design criteria and calculations used for establishing the project, any necessary meeting minutes
with participants and provide an estimate of probable cost for construction.
TASK 3 - Bid Assistance
Upon completion of the plans production phase, HMM will assist Okaloosa County with the bidding
process. This will consist of holding a pre bid conference, responding to questions from
bidders/contractors, creating bid tabulations, analyzing the bids for any inconsistencies and providing
any necessary recommendations.
3.1 Pre Bid Conference
HMM shall conduct a pre-bid conference for construction and permitting. This includes gathering
and responding to questions from proposed bidders, providing meeting minutes that formally
documents the efforts undertaken during the completion of the above described subtasks.
3.2 Bid Tabulation
This subtask shall include performing a bid review and investigating the proposed bidders’
references, along with creating a bid tabulation form and a summary of all received bids. HMM
shall also analyze the bid tabulation sheet, checking for inconsistencies, prepare any necessary
recommendations and attend scheduled BOCC meeting as required.
Total Fee (Not to Exceed) for Tasks 1-3 - $77,822.00
This subtask shall List of Deliverables:
e 2 Hard Copies of the 30%, 75% and 100% Plan Sets
e 1 Hard Copy of the Design Documentation Report
° 1 Electronic Copies (CD) for each Phase submittal
Upon completion of the 30% submittal and the data collection phase, HMM shall determine and
evaluate any additional right-of-way needs and/or wetland impacts. Once the evaluation is completed
and HMM determines the need to incorporate any findings that would impact the existing scope of
services, Okaloosa County would be notified to further discuss the results. These additional services are
not included in the current scope of services and shall include, but not be limited to, providing legal
sketches and descriptions for additional right-of-way needs, preparing written narrative descriptions of
the findings to be used in the necessary individual permits for both State and Federal regulatory agencies
for wetland resource permits.
