Environmental Consultants 3298 Summit Boulevard 850 432-6211 and Contractors Suite 31-A FAX 850 432-6220 Pensacola, FL 32503 www.scsengineers.com January 16, 2013 File No. 090029213 Mr. Scott Henson Okaloosa County Public Works Department Environmental Services Division 1759 South Ferdon Blvd Crestview, FL 32536 Subject: Proposal to Perform 2013 Semi-Annual Compliance and Remedial Action Plan Modification Sampling and Reporting for the Baker Landfill Dear Scott: SCS Engineers (SCS) is pleased to provide Okaloosa County Environmental Services Division (County) with this proposal to perform 2013 semi-annual compliance and remedial action sampling and reporting for the Baker Landfill. This proposal includes SCS’ services to continue ongoing semi-annual and annual compliance monitoring and reporting and continue remedial action sampling modified in accordance with the 2008 RAPMOD – 2011 Addendum (RAPMOD) prepared by SCS, dated August 1, 2011, and approved by the Florida Department of Environmental Protection (FDEP) on December 7, 2011. This proposal provides SCS’ scope of services, schedule, and estimated fee to perform the semi-annual compliance and RAPMOD sampling, evaluation, and reporting. SCOPE OF SERVICES In accordance with the closure permit for Baker Landfill (Permit No. 0075982-004-SF), as modified April 19, 2010, and the RAPMOD approved by FDEP on December 7, 2011, semi- annual reports for compliance and remedial action sampling are due by May 1 and November 1 of each year. To meet this schedule and the reporting schedule associated with laboratory reporting established in Chapter 62-780, Florida Administrative Code (FAC), semi-annual sampling will be performed in February and August of 2013. SCS will use the services of RDH Environmental (RDH) for collection of samples and Pace Laboratories (Pace) for analyses of samples. Details of the sampling, analysis, reporting, and responses to regulatory requests are summarized in the following tasks. Tasks 1 and 2 – February and August 2013 Sampling and Reporting The following describes the proposed semi-annual sampling events for 2013 which will include field sampling activities, water quality analyses, and reporting of findings. Water Quality Sampling SCS will perform groundwater sample collection for compliance and RAPMOD requirements. Field work, sampling methodologies, data evaluation, and data Quality Assurance/Quality Scott Henson January 16, 2013 Page 2 Control (QA/QC) will be performed in accordance with Chapter 62-160, FAC, Standard Operating Procedures (DEP-SOP-001/01) (SOPs) and the closure permit. Sampling requirements are listed in a comprehensive Table A-1, included in Attachment 1. Table A-1 assimilates the compliance sampling requirements listed in Sections H. and K. of the closure permit and the remedial action sampling requirements listed in Table 2 of the RAPMOD. Table A-1 lists the sampling schedule, sampling locations, and related water quality parameters for each monitoring location. Semi-annual sampling will be performed during February and August, with the August event including annual sampling of the leachate (L-2), and the Shue Well. As required by Chapter 62-701.510(9)(a), SCS will electronically notify the FDEP within 14 days prior to the scheduled sampling event. SCS also will coordinate with RDH and Pace to confirm sample bottles have been ordered and delivered and sampling is occurring as scheduled. Water levels will be collected from each monitoring well across the site prior to sample collection procedures begin. During purging procedures, indicator parameters will be measured and recorded in the FDEP water sampling logs in accordance with the current FDEP SOPs and permit requirements. For Quality Assurance/Quality Control (QA/QC) purposes, SCS will collect the appropriate number of equipment blanks and duplicate samples in accordance with the FDEP SOPs and as indicated in Table A-1. Prior to the initiation of sample collection, field instruments will be calibrated according to factory instructions. Instrument calibrations will be documented on a field log and submitted to the County with the field sampling logs and laboratory analytical results. Static water levels in each required well will be obtained on the same day using an electronic water level indicator to the nearest 0.01 foot. During the collection of the static groundwater elevations, each monitoring well will be visually inspected. If any problems with the monitoring well are observed, SCS will immediately notify the County of the problem. Low-flow groundwater purging, and sample collection procedures will be followed in the field using a portable pneumatic bladder pump, where dedicated pumps are not present. For recovery wells, samples will be collected from the recovery pumps via sampling ports on the submersible pump drop-pipes. When recovery wells are not operating, samples will be collected from the annular monitoring wells. FDEP SOPs will be followed during all sampling activities. Sampling equipment will be decontaminated prior to all phases of purging and sample collection to reduce the potential for cross contamination between sample locations. Required Quality Assurance/Quality Control samples will be collected including duplicates, equipment blanks, and trip blanks. The August event will include the semi-annual sampling locations included in the February event with the addition of the annual sampling for the landfill leachate and sampling of the Shue (private) well. During the purging and sampling operations, the groundwater will be monitored for pH, dissolved oxygen, specific conductance, temperature, turbidity, oxidation reduction potential (ORP), colors and sheens (by observation), and ferrous iron for monitoring wells which have been selected for Monitoring Natural Attenuation (MNA). Monitoring of these parameters will Scott Henson January 16, 2013 Page 3 provide an indication of stabilization of the groundwater quality prior to sample collection. These parameters will be recorded on the sampling log. Once the indicator values are stabilized and a sufficient volume purged from the well, sample collection will begin. After sample collection, the samples will be prepared and shipped to Pace using industry standard chain-of-custody procedures. Laboratory Analysis, Review, Database Update Water quality analyses will be performed by Pace in accordance with Chapter 62-160, FAC DEP-SOP-001/01 and the closure permit. Pace is certified by the Florida Department of Health Environmental Laboratory Certification Program (DoH ELCP). Pace will perform analyses as listed in Table A-1 in standard turn-around times (approximately two calendar weeks) and provide an electronic report and data package deliverable to SCS. A Level II quality control data package will be included within the laboratory report for each sampling event. Upon receipt of the laboratory report and data package, SCS will perform a quality assurance/quality control (QA/QC) review. Reporting SCS will prepare tables, figures, and a written report for each semi-annual event conducted during 2013 reviewing the data from the each event. The reports will include a section on results of compliance monitoring and results of remedial action monitoring. SCS will also include a section in the reports addressing the operation and maintenance of the monitoring and remediation system at Baker. In accordance with the RAPMOD, reports will include a discussion of the effectiveness of monitored natural attenuation. Conclusions and recommendations will be provided in each report regarding monitoring location compliance and the effectiveness of the remediation system. Task 3 - FDEP Request for Additional Information With the combining of both the Compliance and RAPMOD reports into a single report, there exists the possibility that the FDEP may request additional information following submittal of one or both of the semi-annual reports. Task 3 will include the response to one FDEP Request for Additional Information (RAI) for each of the 2013 semi-annual reports. While SCS strives to provide a comprehensive document for regulatory review, RAIs typically include the request for clarification of assessments and inclusion of other information, to include historical data, tables, and figures. Task 3 includes responding to one RAI for each semi-annual event and providing available additional information. This task does not include installation of additional wells, additional sampling, or the further analysis of data. DELIVERABLES Laboratory reports and data packages are anticipated to be received by SCS on or about March 1 and September 1. The report for each sampling event will be submitted to the County in draft Scott Henson January 16, 2013 Page 4 format within about 20 calendar days following receipt of the laboratory report and data package with the request that the County provide its review and comments within about10 calendar days. The draft report will include a complete electronic copy of the report in pdf format with a separate copy of the text in .doc format for tracked-changes review revisions and comments by the County. SCS will make appropriate revisions to the draft report based on County input and prepare the final version for submission to the FDEP by the May 1 and November 1 deadlines. The final deliverables to the County following each of the two sampling events will include the following:  Semi-Annual report for the sampling event to include (hard copy)  One compact disk (CD) containing the following files: - Electronic files of the above indicated documents. - Water level measurement sheets, calibration records, and field sampling logs - Laboratory analytical reports. - Parameter Monitoring Reports in ADaPT format. SCS will submit a CD and hard copy of each report on behalf of the County to the Northwest District and Tallahassee office of FDEP. The CD will contain the files as listed above. SCS will include the County-executed Monitoring Report Form 62-522.900(2) in the front of each report, unless the County submits the form separately.
