Keynote Speaker Esther Jacobo, DCF Interim Secretary Governor Scott appointed Ms. Jacobo as the Interim Secretary for the Florida Department of Children and Families (DCF) in August 2013 during a tumultuous period when DCF was coming under fire for a spate of child deaths due to abuse and neglect. She immediately met the challenges head on, ordering hard-hitting outside reviews that exposed vulnerabilities in the investigative process and led to the implementation of a slate of new processes. Her efforts garnered strong support from Governor Scott who proposed an historic $31.9 million increase in the department’s budget to support her reforms. Ms. Jacobo first joined DCF in February 2008 as Statewide Deputy Director for CLS, the department's law firm representing the State of Florida in child welfare matters. In 2011, she became Regional Managing Director for DCF’s Southern Region, where she oversaw all department services in Miami-Dade and Monroe counties. Ms. Jacobo
