BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: August 6, 2013
TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: Hwy 4 turn lanes Town of Baker
DEPARTMENT: Public Works
BCC DISTRICT: 3
STATEMENT OF ISSUE: The Florida Department of Transportation (FDOT) is requesting
right-of-way and a temporary easement from Okaloosa County in order to accommodate the
construction of a right turn lane at the intersection of SR 4 (SR 189) and 14th Street. The intent
of the project is to improve traffic flow and overall safety in the area of the Baker School. The
right-of-way and easement requests are also accompanied with a Utility Subordination
Agreement for the proposed project.
BACKGROUND: The project consultant for FDOT, Atkins, has requested the Board of County
Commissioners consider the dedication of right-of-way, temporary easement and utility
subordination for the proposed intersection improvements at the entrance of the Baker School.
Improvements proposed at the intersection are to be paid for by the FDOT through a construction
contract that is to be administered by the State. County forces will not be required to execute the
project. FDOT has provided Resolutions to the Board of County Commissioners for
consideration that demonstrate the Board's support of the project with the dedication of the
needed right-of-way, easement, and subordination agreement.
Copies of each Resolution as well as the associated Deed, Temporary Easement, and Utility
Subordination Agreement are attached along with location maps for reference. Staff has
reviewed the provided documents and has no objection to the proposed dedication. Utility
companies with improvements in the associated area will be allowed to remain (pending
accommodation of the proposed work, which FDOT will address) as the dedicated land will
remain as right-of-way.
OPTIONS: Approve/Disapprove the requested Resolutions, Right-of-way Deed, Temporary
Easement and Utility Subordination Agreement to the Florida Department of Transportation for
the improvements at SR 4 (SR 189) and 14th Street in the Town of Baker.
RECOMMENDATIONS: Approve the requested Resolutions, Right-of-way Deed, Temporary
Easement and Utility Subordination Agreement to the Florida Department of Transportation for
the improvements at SR 4 (SR 189) and 14th Street in the Town of Baker.
