noting that was a provision of the bond resolution. Mr. O’Byrne continued, beginning with an explanation of the expenditure summary for each penny for the period October 1, 2012 through December 31, 2012. He stated this information is contained in the agenda packet on page 192. When Mr. Harris asked if the details will be on the screen, Mr. O’Byrne repeated these details are in the commissioners’ agenda packet. Mr. Parisot interjected he thought this issue was addressed at the last meeting when this item was tabled. Mr. Boyles stated staff should be given the ability to take the information from the agenda packets and put them on the meeting room screens if there is a specific question. He said we cannot go through 600 slides every night or we would never get done. Mr. Boyles stated Mr. Parisot evidently has a question on an expenditure and pointed out the agenda packet information has more details than the summary slides used in the department’s presentation. He said he is not certain of what he could or should do with this information, noting that if this continues the Board will be reviewing every receipt that comes from Wal- Mart. Mr. Parisot referred to a finding and said he believes the Board is required to do a minimum review. Mr. Curry responded that information has been provided to each commissioner and to the public via the website. He also pointed out the details on these expense slides are so small they could not be seen easily on the screens. Mr. Curry said he believes Mr. Boyles is right on target about figuring out a way for staff to put a specific agenda packet page on the meeting room screens. Mr. Harris commented Mr. O’Byrne’s briefing gave him a much better understanding of the process and he appreciates that. He also concurred with Mr. Boyles about reviewing minute details. Mr. Parisot referred to Mr. O’Byrne inheriting this budget and asked about adopting a revised budget. Mr. Curry replied that is something Mr. Stanford’s office does and it is presented as budget transfers or budget amendments (resolutions) on the agenda. March 5, 2013 -11- Minute Book 68, Page Okaloosa County Board of County Commissioners Mr. Amunds asked Mr. Parisot if he has any specific questions on these slides. Mr. Parisot responded by asking if the Board does not review all this data in a meeting is it in full compliance of the Statutes. Mr. Curry again stated these details were made available to the commissioners and to the public on the website and he does not want the perception given that it was not available for review. TOURIST DEVELOPMENT – APPROVAL OF TASK ORDER #8 WITH PETER MAYER ADVERTISING Mr. O’Byrne presented for consideration Task Order #8 with Peter Mayer Advertising. The not-to-exceed amount of this task order is $249,500. Ms. Ellen Kempner, Peter Mayer Advertising, came forward to detail the following specifics of the Shoulder Season Campaign: background and project assignment, activities and deliverables, cost, billing, and general assumptions. He also asked if former TDC members may apply. Mr. O’Byrne replied that everyone is able to apply, both current and former members. Mr. Harris asked if the individual who did not resign will have to re-apply. Mr. O’Byrne replied in the affirmative. Mr. Boyles pointed out that former members desiring to apply cannot have previously completed a full four-year term. Mr. Harris made motion, seconded by Mr. Boyles, to approve TDC Membership Selection Process. 5 yeas. Mr. O’Byrne stated the Board also needs to appoint a Selection Committee. OLD BUSINESS – LAW ENFORCEMENT/SECURITY AT COMMISSION MEETINGS Mr. Parisot said he raised the issue on whether or not armed law enforcement officers or other security personnel are needed at Board meetings. Mr. Boyles said he made comments at the previous meeting and he will stand by them. He added, “We don’t tell the Sheriff where to put his people.” Mr. Harris concurred with Mr. Boyles. OLD BUSINESS – GULF CONSORTIUM MEETING AND GULF COAST ECOSYSTEM RESTORATION COUNCIL MEETING Mr. Parisot filed his report on the Gulf Consortium meeting held on February 28 in Panama City. He announced the slate of officers elected to the Executive committee and that Franklin County has officially joined the Gulf Consortium. The Joint 8- County Resolution which defined the Pot 1 funding distribution was unanimously approved and sent to the U.S. Treasury Office. Mr. Parisot stated Governor Scott’s representative Mimi Drew to the Gulf Coast Ecosystem Restoration Council (GCERC) provided an update on GCERC activities. The goal is to have a comprehensive plan completed by July 2013. Mr. Parisot stated the Memorandum of Understanding (MOU) between the Gulf Consortium and the Governor’s Office was discussed in concept as the draft document is not yet available. Ms. Drew March 5, 2013 -14- Minute Book 68, Page Okaloosa County Board of County Commissioners stated the proposed MOU allows for the Governor to appoint five or six representatives to the Consortium in an ex-officio capacity. OLD BUSINESS – BOARD MEETING PROCEDURES Mr. Parisot said he thinks the Commissioner’s Minute portion of the meetings are a good thing but questioned voting on any item proposed during the Commissioner’s Minute without having backup material. He felt the Board should only vote on items on the agenda. Mr. Amunds commented that if anyone has an item to be brought up, he should get with Mr. Curry and get it on the agenda. He suggested getting out of the habit of bringing items up out of the blue. Mr. Windes said sometimes you can get caught up in an issue but agreed with the concept. Mr. Boyles cautioned against adopting a formal policy which could handcuff the Board. He said if a commissioner is not comfortable with voting on something, he can say so. Mr. Boyles agreed a commissioner should try to get an item on the agenda but said a commissioner may not want to be on the agenda. Mr. Amunds concurred it should be a guide. Mr. Windes reported that some City Councils require a super majority vote for non-agenda items. He agreed with Mr. Boyles that sometimes an issue comes up and you have to act. Mr. Harris commented that even staff has “pocket items.” He also said he does not think it should be memorialized as a rule and there should be flexibility. Mr. Boyles stated while the Board is discussing procedures, he said we should remember the meeting flows through the Chairman and each commissioner should be careful of that basic rule. He said it is the Chairman’s purview to control the flow and each commissioner should seek opportunity/recognition to speak through the Chairman. OLD BUSINESS – PROCESSING ITEMS REQUIRING THE CHAIRMAN’S SIGNATURE Mr. Parisot referred to an item requiring ratification of signature because emergency procedures were implemented (Consent March 5, 2013 -15- Minute Book 68, Page Okaloosa County Board of County Commissioners Agenda Item #6). He noted there was no coordination sheet to ensure the document was complete or that all staff agencies had reviewed it. Mr. Curry took note of the comment. OLD BUSINESS – FEDERAL LEGISLATIVE PRIORITIES Mr. Curry pointed out this item was previously before the Board. He stated Mr. Harris will meet with the Federal Legislative Delegation next week and wanted to provide one last opportunity to make any adjustments to the priorities. Mr. Parisot said he believes Hare Street should be removed from the priority list. Mr. Harris agreed and said Fairchild Road should be the priority. He pointed out that L-3 Communication, located on Fairchild Road, employs 400 people. Mr. Boyles concurred with Mr. Harris. Mr. Parisot asked if Fairchild Road is in the Capital Improvement Plan (CIP). Mr. Hofstad replied it is a two-year project. Mr. Amunds said there is a consensus to remove Hare Street and add Fairchild Road. Mr. Parisot recommended S.R. 123 be removed because it is going to be funded by the State.
