AIRPORTS - AMENDMENT NO. 2 AND RETROACTIVE CONTRACT PAYMENT FOR
RITE WAY SERVICE
Mr. Dino Villani, Interim Airports Director, requested approval
of Amendment No. 2 to the contract with Rite Way Service, Inc.
for janitorial services and for retroactive payments.
On January 8, 2013, the Board approved Amendment No. 1 to the
Rite Way Service contract without authorizing retroactive
payments for work performed prior to the date of BCC approval.
This amendment is required because Finance will not make
retroactive payments without specific Board authorization.
Payments are due to Rite Way because they were verbally directed
to add additional workers to service the newly construct two-
gate addition to the airport concourse. The retroactive
payments total $62,018.04.
Mr. Harris made motion, seconded by Mr. Boyles, to approve
Amendment No. 2 to the Rite Way Service contract and to
authorize the retroactive payments. 5 yeas.

the profits from the sale of the hangar will be used to satisfy
the delinquency of the lease payments.
With regard to the second delinquent lease, Mr. Villani reported
the individual sold the hangar without Board approval. There is
a dispute on the lease payments between the former owner and the
new owner. Mr. Harry Chiles, special counsel with Nabors Giblin
& Nickerson, has sent letters to both parties in an attempt to
get them to the table to negotiate a settlement within 30 days
or the county will take possession of the hangar.
PUBLIC SAFETY - EMS WEEK
Mr. Dino Villani, Public Safety Director, pointed out this is
EMS Week and it is appropriate to recognize the emergency
medical services providers for their dedication and readiness to
provide lifesaving care 24 hours a day, 7 days a week. He said
there are many events scheduled this week, including the EMS
food drives at the Publix Stores which will be donated to
Sharing and Caring.
PUBLIC SAFETY - APPROVAL OF CENTURY LINK PRICING FOR £E-911
CIRCUITS
Mr. Villani requested approval of a Products and Service
Agreement with Century Link to lock in circuit pricing for E 911
circuits for a 36-month period. The approximate monthly cost
for the circuits is $15,500 with fluctuations due to long-
distance usage. The monthly circuit billing will be paid with
budgeted E-911 funds. Mr. Villani noted the copy of the
document distributed to the Board today is different than the
one originally sent for consideration. Mistakes were discovered
in that document which included an incorrect amendment number
and incorrect effective date. Those errors have been corrected.
Mr. Boyles made motion, seconded by Mr. Harris, to approve
Amendment #7 with Century Link to lock in pricing for E-911
circuits, with a retroactive date to January 1, 2013. 5 yeas.
COMMISSIONER BOYLES - DISCUSSION ON POSSIBLE COST SAVING
MEASURES, COMBINING EMS AND SHERIFF DISPATCHERS
Mr. Boyles stated he has heard many recommendations on cost-
saving measures. One of those was the combining of EMS and
Sheriff's dispatchers. He said it is his understanding they
operate on different systems and have different rules. Mr.
Boyles said perhaps we can sit down and talk about it.

Okaloosa County Board of County Commissioners
Mr. Villani said this topic was discussed a few years ago,
noting there are security issues regarding law enforcement. He
stated if the two operations were combined, you would still need
the same number of people to handle the call load.
Mr. Amunds agreed with Mr. Villani’s comments about the security
issues. He said some of the information law enforcement has
access to but EMS cannot. Mr. Harris said the two systems did
not communicate. Mr. Boyles asked about having only one system.
Mr. Amunds replied that he pushed the issue pretty hard. Upon
inquiry by Mr. Boyles, Mr. Villani said EMS and law enforcement
have separate systems pretty much across the state.
WATER & SEWER SYSTEM -—- CONTRACT RENEWAL WITH FORT BEND SERVICES
FOR PURCHASE OF SPECIALIZED POLYMERS
Mr. Jeff Littrell, Water & Sewer System Director, requested
approval to renew the contract with Fort Bend Service, Inc. for
the purchase of a specialized polymer used in the _ sludge
thickening and dewatering process at the Arbennie Pritchett
Water Reclamation Facility. This would be the first annual
renewal on the existing contract.
Upon inquiry by Mr. Boyles, Mr. Littrell stated they believe
this is a fair price for the polymer. Mr. Parisot wanted to
know if this company has been asked for a price reduction on the
renewal and when was the last time this item was competitively
bid. Mr. Littrell replied that no request for a lower price was
made and this item has never been competitively bid. He said it
is a sole-source item. Mr. Boyles asked if this product is
patented or owned exclusively by this vendor. Mr. Littrell
replied in the affirmative, saying OWCS has been using the
product since 2009 and the Purchasing Department is on board
with this renewal. Mr. Boyles said he does not think it will
hurt to ask for a reduction. Mr. Parisot made motion, seconded
by Mr. Boyles, to table consideration of this item and request
for price reduction. 5 yeas.

reported this vendor provided a bid on an upgraded model
compared to what is currently being used and offered an extended
annual usage hour count. Mr. Boyles made motion, seconded by
Mr, Windes, to approve the award to Cowin Equipment Company and
to authorize the Chairman to execute the leases. 5 yeas.
PUBLIC WORKS - STATE ROAD 85 BEAUTIFICATION
The Florida Department of Transportation (FDOT) awarded Okaloosa
County a Roadside Beautification Assistance Grant for State Road
85 in Shalimar. Acceptance of the grant requires execution of a
Joint Participation Agreement (JPA) between Okaloosa County and
FDOT, adoption of the accompanying signature resolution, and
approval to fund continued permanent maintenance of the project.
Mr. Hofstad noted that he has spoken with TDD Director O'Byrne
about using tourist development funds for the permanent
maintenance of this gateway project.
The FDOT will reimburse Okaloosa County for direct project costs
of $100,000. Estimated in-house maintenance costs are $26,000
annually. Mr. Parisot made motion, seconded by Mr. Harris, to
accept the grant, execute the necessary documents, and for
maintenance costs to be borne by the TDD. Upon inquiry by Mr.
Boyles, Mr. Hofstad identified the “gateways” for the
beautification projects as being entry points into South County.

by Mr. Parisot, Mr. Hofstad answered that none of the secondary

PUBLIC WORKS - LOCAL OPTION GAS TAX FUNDING SPLIT
Mr. Hofstad stated the current interlocal agreement for
distribution of Local Option Gas Tax (LOGT) revenues between
Okaloosa County and the nine municipalities will expire on
May 30, 2013. The State formula for distribution of these
revenues was 67% to the county and 33% split among the cities.
However, in 2003 the cities petitioned the Board for a more
favorable 60/40 split and the Board honored that request.
Mr. Hofstad advised that each entities’ transportation-related
expenditures for the preceding five-year period must be
submitted to the Department of Revenue (DOR) if the LOGT is
imposed. He stated the cities have asked the 60/40 split be
honored for an additional year and they will submit new
expenditures within the next 12 months to DOR.
Mr. Amunds said he can agree with this option until the new
numbers are submitted. Mr. Hofstad reported staff has asked for
that information from the cities, noting staff is working with
Mr. Stanford on the recalculations but it is the cities’
responsibility to forward that data to DOR.
Mr. Boyles asked if a timeline has been firmed up with DOR. Mr.
Hofstad replied that he and Mr. Dowd met with Mr. Stanford to
discuss this issue. He said it is his understanding the Board
can take action to extend the current interlocal agreements and
each city will have to sign. The agreements will then be
brought back to the Board for approval at the first meeting in
June and it must be forwarded to DOR for redistribution by
October 1. Upon inquiry by Mr. Boyles, Mr. Hofstad said if the
information is provided by October 1, the imposition will be at
the first of the calendar year. Mr. Stanford confirmed it would
by January 1. Mr. Dowd added that if the Board approves this
proposal it will be effective
