BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: April 15, 2014
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Insituform Technologies Contract Renewal & Change Order #2
DEPARTMENT: Water and Sewer
BCC DISTRICT: All
STATEMENT OF ISSUE: Approve Contract Renewal for Contract #C12-1955-WS with
Insituform Technologies for an additional two year period (as permitted by the original contract
language) including the adjustment of bid prices by appropriate CPI increases, also as indicated
in the contract. Concurrently, approve Change Order #2 to add additional scope of work for
rehabilitation of gravity sewer lines in the Garniers Service Area (Phase III of this maintenance
contract). For your review, attached is the Contract Renewal Form which includes Consumer
Price Index (CPI) backup information and Certificate of Insurance, Change Order #2 Form, and
Change Order #2 Breakdown.
BACKGROUND: An annual maintenance contract with a two-year initial contract period for
the rehabilitation of gravity sewer lines was awarded on May 24, 2012. As noted in the preceing
paragraph, the contract language allows for a two year renewal. The initial phase, which
included the rehabilitation of the main transmission lines along Santa Rosa Blvd. on Okaloosa
Island was completed during the summer of 2012. OCWS staff was satisfied with the quality of
work performed on the original phase and added to the contract. The next phase, adding scope
of work with Change Order #1 (for $193,820.00), consisted of pre-rehabilitation cleaning and
CCTV video inspection of an additional 45,000+ LF of gravity sewer previously identified as
problematic, primarily on the Island and in the Ocean City/Wright areas. In addition, two
heavily corroded cast iron pipe lines (one under Eglin Parkway in Shalimar) will be cleaned with
specialty equipment, then relined in this phase. This work is scheduled to begin in April 2014.
Upon completion of the work in Change Order #1, the next phase of the project will be the repair
by either point repair or complete relining of problematic sections of pipe. The costs for the
expected repairs in the area inspected in Change Order #1 will be added to the contract in
Change Order #2 with an amount of $636,408.73. Simultaneously, the contract needs to be
renewed for an additional two years, as outlined in the original contract. The current contract
also allows for CPI increases with the contract renewal. As such, Insituform has requested a
modest CPI increase - per the established CPI the past 2 years (1.7% in 2012 and 1.5% in 2013).
This renewal will "lock in" unit prices through May 24, 2016.
The contract was awarded to Insituform Technologies, LLC. of Chesterfield, MO. in the amount
of $288,383.00 in May 2012. Change Order #1 added $193,820.00 to the original contract, for a
revised contract total of $482,203.00. Change Order #2 will increase the total contract price to
$1,118,611.73. Although this is called a "change order", no changes are being made to the
contract terms and conditions, or unit prices (except for contract sanctioned CPI increases). This
change order simply adds scope/quantities, as was originally intended to be Phase II of this
mission critical work to address major issues related to aging sanitary sewer collection system
infrastructure.
OPTIONS: Approve or deny.
RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute
the Contract Renewal and Change Order #2 to Contract # C12-1955-WS with Insituform
Technologies LLC, adding $636,408.73 in scope of work for the rehabilitation of gravity sewer
(Phase II of maintenance contract).
