This proposal would provide 2 ea. – 2 person crews (1 on Okaloosa Island and 1 in Destin).
The temporary positions will be utilized for 7 months each year beginning in late March and
ending early October. The two new Parks Groundskeepers, in addition to collecting and
removing the trash, can be used to remove beach chairs and umbrellas from the Island
Beaches (spring & summer) each morning. In the Winter/off season months, they can work
in Tourist Related, County Beach Parks.
A used County Parks Tractor will be utilized on Okaloosa Island to pull the sand rake. In
addition a proposal to purchase a new tractor is included in the costs above. The new tractor
would be used in Destin. By having two tractors and two rakes, the mobilization of one unit
from one location to the other will be eliminated.
If Parks is designated to continue the beach cleaning, we would ask that we be allowed to
park the tractor and rake used on the Destin Beaches at the Destin Airport. The one used on
the Island would be parked at the Old Fire Station on the Island.
The estimated costs do not include equipment maintenance costs.
Miscellaneous employee costs (work boots, safety equipment, hand tools, work shirts, etc.)
are estimated at an additional $2,000 per year.
The temporary positions will be provided from a Temporary Work Provider Agency.
*The tip fees are an additional cost that began in October 2013. Trash collected prior to
October was taken to the transfer station where it was separated by Waste Management and
then recycled at no cost. This process is no longer in effect, and all beach trash is subject to
the tipping fee.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: February 18, 2014
TO: Honorable Chairman and Members of the Board
FROM: Don Turner
SUBJECT: Lease Renewal - Elder Services at the old FWB Hospital
DEPARTMENT: Facility Maintenance
BCC DISTRICT: All
STATEMENT OF ISSUE: Request Board consideration to renew the lease with Elder Services
for the space currently leased to them in the old Ft. Walton Beach hospital for a five year term.
BACKGROUND: On March 20th, 2012, the BCC leased to Elder Services approximately 6700
sq. ft. in the old Ft. Walton Beach hospital for the sum of $1.00 per year to be used for their
administrative operations, the Meal-on-Wheels program, and certain other services. The current
lease will expire on March 19th, 2014 unless a new term is granted.
The Governing Board of Elder Services requests the BCC to consider granting a longer extension
to the lease with the preference being for a ten (10) year term. The request for a longer term is
made because Elder Services must invest several thousand dollars into making some repairs to
some of the kitchen equipment. This equipment is necessary to support the Meals-on-Wheels
program. However, they would like to be assured of their continued use of the space before
expending the funds on the repairs.
RECOMMENDATIONS: Request Board consideration to renew the lease with Elder Services
for the space currently leased to them in the old Ft. Walton Beach hospital for a five year term or
other such term as the Board shall choose.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: February 18, 2014
TO: Honorable Chairman and Members of the Board
FROM: Don Turner
SUBJECT: SO Building Designer Selection
DEPARTMENT: Facility Maintenance
BCC DISTRICT: All
STATEMENT OF ISSUE: Request Board authorization to enter negotiations with the top ranked
design firm that submitted proposals on the Sheriff's new Shalimar building.
BACKGROUND: The members of the Selection Committee met with representatives of the
county Purchasing Department to deliver their individual rankings for all of the design firms that
submitted proposals to design the new Sheriff's Shalimar building. (Results attached.) The
scores were tabulated and the firms ranked with the top point-getting firm being #1 and the next
highest point-getting firm being ranked #2, and so on. DAG ranked as the top firm from among
the proposers.
County policy mandates, with BCC approval, that the county enter into negotiations with the top
firm first. If negotiations with that firm are unsuccessful then the county enters into negotiations
with the #2 firm and so on with the number #3 ranked firm.
RECOMMENDATIONS: Staff recommends that the Board authorize negotiations with the top
ranked design firm that submitted proposals on the Sheriff's new Shalimar building and continue
negotiations according to county policy as needed.
