BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: February 16, 2016 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: MOU with Crestview concerning Arena Rd-Rasberry Rd DEPARTMENT: Public Works BCC DISTRICT: 3 STATEMENT OF ISSUE: Staff requests Board discussion on the adoption of a Memorandum of Understanding (MOU) with the City of Crestview for coordination of improvements to the Arena Road - Rasberry Road segments. BACKGROUND: The City of Crestview, Okaloosa County, and State of Florida are collectively working to improve the transportation network in northern Okaloosa County to address traffic issues and concerns. An east-west connection is feasible, utilizing Arena Road and Rasberry Road, that would allow residents on the west side of the County to access the commercial areas in Crestview without driving on Highway 85 and without crossing Interstate 10. Such a connection would be beneficial to all area Citizens and visitors by reducing the amount of traffic and delay on Highway 85. The MOU between the City of Crestview and Okaloosa County would establish a cooperative process to share staff resources to define alignments, secure right-of-way, and identify potential funding sources. The MOU could be expanded to incorporate construction of the Arena Road-Raspberry Road segments or to further enhance the transportation network. OPTIONS: Approval or discussion of the MOU. RECOMMENDATIONS: Staff recommends the Board conceptually adopt the Memorandum of Understanding with the City of Crestview for coordination of improvements to the Arena Road - Rasberry Road segments.
