STATEMENT OF ISSUE: Request approval of subagreement between Okaloosa County Board
of County Commissioners and Safe Connections relating to the Edward Byrne Memorial Justice
Assistance Grant (JAG) Program, Grant No. 2016-JAGC-OKAL-3-H3-214, retroactively to
October 1, 2015, and authorize the Chairman to sign the subagreement and all related
documents.
BACKGROUND: On September 1, 2015, the Board of County Commissioners approved
funding for Safe Connections through the FY16 Edward Byrne Memorial Justice Assistance
Grant (JAG) Program.
Safe Connections has been awarded funding in the amount of $24,617 through Grant No. 2016-
JAGC-OKAL-3-H3-214. This award will provide services of supervised visits and monitored
exchanges in Okaloosa County through Safe Connections, who has been providing this service
for the past nineteen years. The project will also refer clients to community resources including,
but not limited to, charitable organizations, counseling services, and domestic violence shelters.
The grant award covers the period of October 1, 2015 to September 30, 2016. Due to unforeseen
changes in the FDLE grant process, there was a delay in the subagreement. It is the desire of
Safe Connections to submit invoices retroactively for services provided during the grant period
beginning October 1, 2015.
The subagreement has been reviewed and approved by Purchasing, Risk Management, and the
County Attorney.
OPTIONS: Approve/Disapprove
RECOMMENDATIONS: Recommend approval of the subagreement between Okaloosa
County Board of County Commissioners and Safe Connections, Grant No. 2016-JAGC-OKAL-
3-H3-214 retroactively to October 1, 2015, and authorize the Chairman to sign the subagreement
and all related documents.
