SUBJECT: Approval to Advertise RFP for Catering Services
DEPARTMENT: Tourist Development Department

STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve the
request to advertise a request for proposals / statement of qualifications for Catering Services to
be provided at the Emerald Coast Convention Center and suggested proposal review committee.
BACKGROUND: After the existing contract for catering services at the Emerald Coast
Convention Center expired on September 30, 2013, the Board elected not to renew the contract
at the October 18, 2013 BCC meeting.
Since that date, staff has worked with the legal team in drafting the RFP that is attached. The
contract term is for one year with options for renewal. Contract award requests will be brought to
the Board for approval.
We recommend the following county employees serve on the selection committee: Bill Leaman,
Convention Center Manager; Ed Schroeder, Executive Director, Tourist Development
Department; Rick Owen, County Administrator's Office; Jack Allen, Purchasing; and a County
Commissioner at the Board's discretion.
OPTIONS: Approve, Reject or Table
RECOMMENDATIONS: Staff recommends approving the request to advertise the Request
for Proposals and the appointment of the review committee members.
