BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: December 6, 2016 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Gap Creek QAPP Task Order Approval DEPARTMENT: Public Works BCC DISTRICT: 4 STATEMENT OF ISSUE: Okaloosa County and the Florida Department of Environmental Protection (FDEP) entered into a grant agreement for improvements to the Poplar Avenue pond in the Gap Creek watershed. As a condition of the grant, the County must monitor water in the pond after storms and report the findings to FDEP. A Task Order with HDR Engineering Inc. is recommended to meet the grant conditions. BACKGROUND AND ANALYSIS: In February of 2012, Okaloosa County and the Florida Department of Environmental Protection (FDEP) entered into an agreement (Agreement No. G0326) for improvements to the Gap Creek watershed. The agreement is part of the 319 grant program promulgated by FDEP and the scope of work included the design, permitting and construction of the project. Through the course of designing and permitting the project, the scope was reduced in April of 2015. Terms of the agreement required a match by Okaloosa County, in the form of paying for the design, performed by HDR Engineering, Inc. and construction administration. The FDEP provided funds for construction; which is substantially complete. Though the scope of the project was reduced, the remaining improvements to the Poplar Avenue pond are expected to improve water quality and improve longstanding stormwater flooding issues in the area. By improving flow capacity and outfall structures, there is an anticipated increase in treatment of 11% of overall runoff that formerly exceeded conveyance channel capacity. A condition of the Grant requires the County to monitor and report the effectiveness of the improvements. Over the next year, between 7 and 10 rain events, measuring between .2 inches and 1.5 inches of rainfall in a 24 hour period, are to be analyzed. The following will be measured for reduction: Total Metals (Cadmium, Chromium, Copper, Zinc), Nitrates, Total Kjeldahl Nitrogen, Total Nitrogen, Ortho-Phosphate, Total Ammonia, Total Phosphorus, Total Suspended Solids, Oil & Grease, and Fecal Coliform. Three quarterly reports and a final report will be provided to FDEP. OPTIONS: Approve/Disapprove Task Order 15 under contract C14-2078-PW for the Not to Exceed amount of $67,620.00 RECOMMENDATION: Approve proposed Task Order 15 with HDR Engineering Inc. under contract C14-2078-PW for the Not to Exceed amount of $67,620.00 for stormwater sampling and reporting services in the Gap Creek watershed. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
