BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 21, 2016 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Mosquito Control Detail Work Plan Budget DEPARTMENT: Public Works BCC DISTRICT: All STATEMENT OF ISSUE: Staff requests approval of the attached Detailed Work Plan Budget (DWPB). The DWPB is required by Florida Department of Agriculture and Consumer Services (FDACS) to be qualified for a FDACS sponsored grant supporting mosquito control programs across the State. FDACS is fully aware that the FY17 DWPB reflects a preliminary budget that has yet to be approved by the Board. A subsequent FDACS submission - Annual Certified Budget -will reflect the Board approved FY17 Okaloosa Mosquito Control District budget. This document must be submitted to FDACS by July 15, 2016. BACKGROUND: The State of Florida, Department of Agriculture Office of Entomology and Pest Control grant provides funds for a portion (≈4%) of the Okaloosa County Mosquito Control budget. A Mosquito Control Detail Work Plan budget is required by FDACS for continued funding and State approval of the County’s planned activities for FY17. Legislative action will determine the State funding amounts for all participating programs. The FY17 DWPB is a draft budget that matures into a FDACS Annual Certified Budget due to the Office of Entomology and Pest Control on September 15, 2016 with any applicable FDACS Budget Amendments due October 30, 2016. The attached Detailed Work Plan Budget is identical to the budget presented to the County Administrator during the departmental Budget Review on May 31, 2016. OPTIONS: Approve/Disapprove RECOMMENDATIONS: Staff recommends that the Board of County Commissioners authorize the Chairman to approve and sign the attached Detailed Work Plan Budget and all future grant documents during the term of the grant and authorize the Office of Contracts and Grants within the Okaloosa County Clerk of Circuit Court and Comptroller to electronically submit the signed DWPB to the Florida Department of Agriculture and Consumer Services (FDACS) and all future grant documents during the term of the grant.
