Consent Agenda Subject : 8.8 Teacher Salary Increase Allocation Plan, Revised Instructional Salary Schedules, and Memorandum of Agreement between the Okaloosa County School District and the Okaloosa County Education Association, presented by Julie Perry, Interim Chief Financial Officer/Budget Director, and recommended by the Superintendent for approval. Meeting : Sep 9, 2021 - Workshop Meeting Type : Action (Consent) Fiscal Impact : Yes Dollar Amount : $520,394.00 Budgeted : Yes Budget Source : Teacher Salary Increase Allocation - FEFP Categorical Recommended Action : Motion to approve Teacher Salary Increase Allocation Plan, Revised Instructional Salary Schedules, and Memorandum of Agreement between the Okaloosa County School District and the Okaloosa County Education Association. Public Content The Florida Education Finance Program (FEFP) contains the Teacher Salary Increase Allocation (TSIA), a categorical allocation focused on increasing compensation for full-time classroom teachers. The allocation for fiscal year 2021-2022 for the District and charter schools consists of two parts: Maintenance Allocation - $5,513,725 Additional Allocation - $551,372 The maintenance allocation must be used by the District and charter schools to continue to fund the increase in teacher salary that was made in fiscal year 2020-2021 using the original TSIA allocation. The original TSIA allocation allowed the District to raise its minimum base salary to $44,300. The additional allocation of $551,372, less charter school allocations of $30,978, nets $520,394 for the District's use. This allocation must be used in the following manner: 80% - Increase full-time classroom teachers' and certified prekindergarten teachers' minimum base salary to at least $47,500 or to the maximum achievable based on the allocation. 20% - Increase salaries for full-time classroom and certified prekindergarten teachers who did not receive an increase as part of the 80% and other full-time instructional personnel pursuant to section 1012.01(2)(b)-(d), Florida Statutes (student personnel services, librarians/media specialists, and other instructional staff). The TSIA funds may not be used for any other purpose. In addition, school districts and charter schools must maintain the new minimum base salary in subsequent fiscal years. In order to receive the TSIA additional allocation, each school district and charter school must develop a salary distribution plan that clearly delineates the planned distribution of funds. The plans must then be submitted to the District's School Board or the charter school governing body, as appropriate, for approval. The District must submit its approved salary distribution plan, along with the approved salary distribution plans for each charter school in the district, to the Department of Education by October 1. The District's Teacher Salary Increase Plan is attached for Board approval. The 80% portion of the allocation will allow the District to increase the minimum salary for classroom teachers from $45,797, the amount negotiated and approved on July 26, 2021, to $46,247 - a 0.98% increase. Districts are not permitted to use this portion of the allocation to raise other instructional staff to the new minimum. The 20% portion will provide a 0.14% to classroom teachers making above the minimum and all other instructional staff. Since all other instructional staff who are paid the minimum salary may only receive a 0.14% raise using the TSIA 20% portion, the District will fund the additional 0.84% using the General Fund, making a total of 0.98%. The revised instructional salary schedules are also attached for approval: Instructional Performance Pay Placement Chart - As stated in Item 7, "Teachers with 0 to 10 years of experience ... will be placed on Step 10." In order to further clarify the placement chart, the first column has been re-labeled "Years of Experience." The minimum salary has been increased to $46,247 due to the TSIA allocation. All other salaries remain the same as approved on July 26, 2021. Grandfathered Instructional Salary Schedule - The minimum salary has been increased to $46,247 due to the TSIA allocation. The remaining steps have been increased by 0.14%. These steps must be increased in order to properly pay individuals on this schedule. A Memorandum of Agreement between the Okaloosa County School Board and the Okaloosa County Education Association is attached for approval. This MOA delineates the TSIA increases noted above.
