Thigpen, Pastor of Beulah First Baptist Church, to exchange property the church owns at 36 Carson Drive, for property the City owns at 106 McGriff Street. Reverend Thigpen explained the exchange of property would help the Church with their expansion and the church' s quest to revitalize the community. The CDS Director explained the properties are similar but the Carson property would be more suitable to the goals of the Beal Parkway Neighborhood Plan and recommended that Council accept the request to exchange properties. Mr. Minich moved to direct staff to prepare the necessary documents to exchange the Church owned property at 36 Carson Drive with the City owned property at 106 McGriff Street. Mr. Campbell seconded motion and it carried unanimously with Holmes, Patterson, Campbell, Tucker, and Minich in favor (Pullen and Hartwell absent). BOATY ARDS/ MARINAS Consideration of a request to direct the Municipal Planning Board to study the issues of boatyards/ marinas and provide Council with a recommendation regarding same. The CDS Director explained the regulations require a shoreline protection zone of 50' which includes the use of the property for marinas, and that may be at odds with the goal to encourage marinas. Mr. Tucker stated he brought this issue forward. He expressed his support for a shoreline protection zone of 50' but did not understand the part which states boatyard operations may not be conducted in the shoreline protection zone area. He stated if he cannot perform boat operations in the shoreline protection zone on the property, it would take away 5, 000 square feet of his workable and usable property, which is his objection. Mr. Tucker advised he received a grant from the State of Florida as a result of legislation for boatyards hit by hurricanes which stipulates the property continue to be used as a boatyard. He asked that Staff take to allow him to continue use of his property necessary steps as a boatyard. Regular Council 11- 14- Uo 117 BOATY ARDS/ MARINAS ( CONTI The Mayor asked for public input.
