Michael
it only needs a few changes to make
Upon second look at the Harris Maintenance Agreement,
it legally sufficient.
1. A " scrivener' s block" should be put at the bottom:
address, and telephone number.
Prepared by: ?;
2. A better reference to the area of the easement affected by the fence. A specific
description added as Exhibit A.

CITY OF FORT W AL TON BEACH
MEMORANDUM
DATE: November 22, 2006
TO: Joyce Shanahan, City Manager
FROM: Mike Dutton, Fire Chief ' oI~
SUBJECT: Motor Vehicle Lease for Disaster Transportation Services between the
City of Fort Walton Beach and Okaloosa County School Board
BACKGROUND: The City conducted a survey several months ago of all residents
be
asking if they would need transportation to an emergency shelter should they
ordered to evacuate due to a hurricane threat. The results received by staff
indicated that 60 families needed assistance to a shelter. Closer inspection of the list
revealed that 45 of the 60 came from the two apartment buildings known as White
Sands I and II located on Windham Ave. near 3rd St. in the southeast sector of the
Zone C
City. The site area is important because it places the buildings within the
evacuation perimeter. Surge models indicate this would be within easy reach of
both Category 4 and 5 Hurricanes.
The buildings are each five story retirement homes that do not fit the criteria of an
Assisted Living Facility (ALF). If they were in this category they would be required
law to have their own evacuation and their own transportation. Its current
plan
by
status ultimately makes it the City' s responsibility.
DISCUSSION: Okaloosa County Emergency Management has pledged to use an
existing MOU with Okaloosa County Transit to move the other 15 families
to a

Okaloosa County School Board has agreed to enter into a lease agreement allowing
us to use one of the 60- seat- capacity school buses to accomplish
the move. The cost
to the City will be $ 60.00 a day and $ 1.20 per mile. The City will provide a properly

and
lease agreement on behalf of the City. The lease document has been reviewed
approved by the City Attorney for legal sufficiency.
