INTER-DEPARTMENTAL MEMORANDUM

From Ted Litschauer L
Chief of Police
Date November 14, 2006
Subject Vehicle Purchase, Fiscal Year 2006- 2007
BACKGROUND:
Five new Ford Crown Victoria police pursuit vehicles were budgeted for purchase
in FY 2006- 2007. Four vehicles are carried in the Police Department budget and
the fifth inthe Community Redevelopment Agency budget. The vehicles
purchased with Police Department funds will be assigned to the Patrol Divisions
as part of the " take home" vehicle assignment plan. The vehicle purchased with
CRA funds will be assigned to the second CRA Officer.
DISCUSSION:
In accordance with Volume II, Chapter IV, Section 4. 01, Paragraph 4. 01. 025, of
the City of Fort Walton Beach code of Ordinances and Purchasing Policy and
Procedures, City Council may procure, without following formal bid procedures,
all materials and equipment which are the subject of contracts with the
supplies,
State of Florida. The contract with the State of Florida that will be utilized is the
Florida State Contract". This alternate method of purchasing the pursuit
vehicles is appropriate due to the fact we are purchasing just five vehicles.
Competitive pricing from vehicle dealers is usually based on larger volume sales.
The vehicles come standard with vinyl rear seats, ignition powered trunk button
and wheel center caps. Options added to the base price are rain shields, silicone
hoses, dual spotlight, courtesy light disabled, and shop manuals.
C A~)
This purchase continues the on- going process of updating the Police
Department' s marked fleet so that marked cars are available to use with the
lowest mileage possible. These new Ford Crown Victoria vehicles will be
assigned to officers in the Patrol Divisions as part of the " take home" vehicle
assignment plan.
RECOMMENDATION:
Purchase five ( 5) police pursuit vehicles from Orville Beckford Ford utilizing the
Florida State Contract for the total amount of $ 99, 545. 00, including
recommended options.
