BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: February 16, 2016 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Lazy Days Beach Rentals, Inc. 2016 Qualified Beach Vendor Certificate & QBV Beach Vehicle Permit DEPARTMENT: Public Works BCC DISTRICT: 2 STATEMENT OF ISSUE: Approve a request from Ashley Curd owner of Lazy Days Beach Rentals, Inc. to obtain a Qualified Beach Vendor (QBV) Certificate and Qualified Beach Vendor Beach Vehicle Permit to provide beach chair and umbrella rentals on designated public beaches on Okaloosa Island. BACKGROUND and ANALYSIS: Ashley Curd owner of Lazy Days Beach Rentals, Inc. has met the requirements specified in Ordinance No. 13-07, County Recreation Areas: Section 5. Permitted Vehicle on the Beach, Park, and Recreation Areas; Section 8: Commercial Activity on Public Lands: Section 10. Permit for a Designated Beach Property to obtain a Qualified Beach Vendor Certificate (QBVC) and Qualified Beach Vendor Beach Vehicle Permit (QBVBVP). Granting this request will permit said business to conduct commercial beach chair and umbrella rentals on designated public beaches and access the beaches of Okaloosa Island in specified vehicles on scheduled dates/times. Public beach will also be utilized to gain limited vehicle access to the beach side of the private property of the Holiday Inn Beach Resort where Mr. Curd conducts additional rental business. OPTIONS: Approve/Disapprove. RECOMMENDATION: Approve the Qualified Beach Vendor Certificate 0046 and Qualified Beach Vendor Beach Vehicle Permit 0046 for the calendar year of 2016 (16QBVC0046 & 16QBVBVP0046) to Ashley Curd owner of Lazy Days Beach Rentals, Inc.
