BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: May 2, 2017 TO: Honorable Chairman and Members of the Board FROM: Tracy Stage SUBJECT: FDOT Supplemental Joint Participation Agreement No. 1 DEPARTMENT: Airport BCC DISTRICT: 2 STATEMENT OF ISSUE: The Airports Department requests the Board of County Commissioners approve Florida Department of Transportation (FDOT) Supplemental Joint Participation Agreement No. 1 (SJPA No. 1) to fund the Fuel Farm Expansion at Destin-Fort Walton Beach Airport (VPS) and adoption of the accompanying Resolution. BACKGROUND: Operations at Destin-Fort Walton Beach Airport have increased significantly over the past 12 months and numerous additional flights are being added this May. This increase in air traffic requires additional Jet-A fuel storage capacity in the airport fuel farm. This project will add two new 25,000-gallon fuel tanks and a secondary fuel pump for both fuel storage capacity and redundancy to the fuel system. Funding for the project will be provided by the attached FDOT SJPA No. 1 and will be funded as follows, FDOT $520,000.00 and Local Match $520,000.00. A Resolution was approved by the Board on March 21, 2017 that authorized Staff to coordinate the attached FDOT SJPA No. 1 that would revise the project description of an existing JPA from “Construct Additional Hold-Room and Gate Area with one Passenger Loading Bridge at VPS” to “Fuel Farm Expansion at VPS”. Although the March 21, 2017 Agenda Request requested authorization for the Chairman to sign all future grant documents during the term of the grant, the accompanying Resolution for ARQ65, Supplemental JPA No. 1, requires Board approval to authorize the Chairman to sign as well as signature from the Clerk and must be recorded into official records. Items attached to this Agenda Request:  Lined and Unlined Resolution approving the attached SJPA No. 1, ARQ65  SJPA No. 1, ARQ65, to fund the Fuel Farm expansion at VPS  Coordination with County Departments  Approved Resolution from March 21, 2017 authorizing Staff to coordinate a FDOT SJPA that would revise the project description of an existing JPA, ARQ65  Existing JPA ARQ65 OPTIONS: Approve, Reject or Table. RECOMMENDATIONS: It is Airport Staff’s recommendation that the Board of County Commissioners approve the Chairman to execute the attached SJPA No. 1, adopt the accompanying Resolution and authorize the Chairman to sign all future grant documents during the term of the grant.
