Subject: Agenda Item
Joyce.
Please add the following item to the 29 May agenda:
The need to procure an independent agency to study and report on: The different legally acceptable methods for
executing the general Employees' Retirement Fund, The Police and Fire Pension Funds/ Plans. This study must
also examine the City' s execution of those Funds/ Plans for the past 10 years.
Thanks.
Jim.

1. We need an agenda item or a workshop to define the responsibilities of the city council and the
X"relationship of the mayor so that activities in city hall and in council meetings will proceed more
smoothly.
Therefore, I think we need to discuss on the May 29th.
2. I strongly believe that we need to have a workshop or an agenda item ASAP to review FWB' s
participation in and contributions to the three pension funds: FWB Employees, Fire, and Police. I have
been and still am gravely disturbed that FWB is putting about 5% of the general fund into the employees
retirement fund to " catch- up" when the rest of the USA are enjoying the :fi:uits ofthe highest levels of
the " Dow" and " S& P" in history. I want to see reports from our professional pension managers detailing
payments from the city and details of the complete tracking of city funding and reporting. It might even
be profitable for the professional managers to give a report direct to the council. (But, we need some
reporting immediately).
I want to know what FWB is reporting to the public and to our employees is what FWB is actually doing
on their behalf.
I would like to have a comfortable feeling about this issue before we proceed with the new city budget.

Good Morning:
We have a special council meeting scheduled for next Tuesday May 29th and the agenda will be
finalized tomorrow afternoon. Thus far I have the following items:
Second Reading of the additional Homestead Exemption for Seniors - increasing the exemption
from 25K to 50K
Golf Club Rates - eliminating rate increase for the June 1, 2007 ( direction from budget workshop)
Request Council negotiate contracts with/for the Finance Director and City Clerk ( direction from
last night's meeting).
Please let me know if you wish to add anything additional to the May 29th agenda.
Thank you
