Lake Pippen Channel “MSBU” 2013 Annual Board Meeting Minutes Call to Order: An Annual Meeting of the MSBU was held on 6/27/2013. The meeting convened at 6:00 P.M. and was held at the Lake Pippin Park with the following list attendees: Members Present: Michael Fell (Chairman), Tony Randle, Steve White, Randy Anderson & Michael Ott Members Absent: —_ John Forrester & Thomas Werner (Alternate Member) Quorum Present: Yes Others Present: Dot Randle, Gary Brown, Phil Goodyear, Brad Everett and Cheryl Foley Discussion Topics: 1. Approval of Minutes: a. Minutes of the 2012 Annual Meeting of the MSBU were approved. Copies are available upon request. Financial Report a. Mr. Fell distributed a Balance Sheet along with a Revenue and Expense report from an Accounting Clerk, with the Okaloosa County Clerk of Circuit Court. Mr. Fell indicated that no expenses have been accrued or paid In 2013. The county collected $10,782.57 in capital assessment from lot owners in 2013. This wag out of a projected total of $11,200. The difference was due to owners paying their assessments early and getting the up to 4% discount offered by the county for early payment of taxes, The fund balance was $55,648.62 at the beginning of the year and $66,321.65 as of 6/20/12. Channel Status a. Mr. Fell reported that the channel! was in good condition and will hopefully not require dredging again until 2015, unless we have a major storm. Officer Nominations & Elections: a. No nominations for any new members were submitted and no current members resigned. All current members accepted another term as a member of the board. Non-Ad Valorem Channel Maintenance Assessment: a. Mr. Feil distributed an updated reserve study he prepared and was based on the prior 15 years of expenses and a projection of the cash flow required for the next 5 years. According to the study the MSBU will have a positive cash flow as long as we continue to contribute a minimum of $400 per owner. i. Motion: Moved by Randy Anderson and seconded by Steve White to keep the Owner contribution to $400 per Owner. Motion Carried 4 to 1 (Present) & & to 2 (with Proxy Votes) . Other Business: a. Mr. Everett expressed concern with jet-ski traffic in the channel and requested that everyone be considerate while they operated their personal watercraft. Adjournment;the neva adjourned at 6:00 P.M. Ls ZL afi2z leo Secretary | ~ Date of approval Lake Pippen Channel (“MSBU”) Exhibit “A” duly 12, 2043 Okaloosa County Public Works Via Email : gallen@co.okaloosa.fl.us Attention: Amy Allen Parks Coordinator Regarding: Lake Pippen Channel (“MSBU”) Channel Maintenance Assessment Dear Ms. Allen: As required by Okaloosa County Ordinance 89-30 and Florida Statues (1988), Section 425.01(1)(q), an annuat meeting was held of the Lake Pippen Channel MSBU Maintenance Advisory Committee and the Association's Property Owners. : By vote of the members in attendance at our duly called meeting (minutes attached), a majority agreed to maintain the annual assessment at $400.00 per member for 2013 Tax Year. In accordance with our Uniform Collection Agreement with the Okaloosa County Tax Collector, we authorize the Tax Collector to impose and collect a non-ad valorem annua! assessment of - $400.00 per property owner listed on the approved tax roll (attached) on behalf of the MSBU, Please take the appropriate actions to implement our new assessment.
