considering whether to annex a particular parcel of property, the City shall consider
whether, and to the extent which, the following standards for annexation have been met,
in addition to those requirements of Florida Statutes stated above:
The proposed annexation will impact City services.
The proposed annexation is consistent with the comprehensive plan.
The future land use map designation and zoning category as proposed, is
appropriate.
The proposed or existing development, if any, is consistent with City regulations.
The terms of the proposed annexation agreement, if any, promotes the City' s
comprehensive plan.
If development is to be initiated prior to the effective date of the annexation and
where such development is for a use other than a detached single family
dwelling, then requisite site plans, plats, and engineering plans shall be submitted
together with the petition or annexation agreement.
31-
The voluntary annexation of property by the City Council shall not be effective
until the applicable connection and impact fees have been paid to the City.
The following are Staff responses to the Annexation Criteria:
1. Impact on Urban Services
Utilities
The City has an eight -inch ( 8 ") sewer line available along Wedgewood Lane NE
and along Fairway Avenue NE that can serve the applicants' property. There is an
existing 4" stub -out from SSMH No. 1414 that cannot be used, so a new 4" tap
will be required at a location specified by the applicant. The appropriate sewer
impact and connection fees shall apply and be paid prior to the City making the
sewer tap.
The City can also provide potable water service from an available 6" water main
along the north side of Wedgewood Lane NE or the west side of Fairway Avenue
NE. The applicant is currently connected to Okaloosa County' s water system but
a new 3 a/ " water tap and meter shall be installed by the City upon payment of the
required water connection and impact fees.
The City also provides mandatory garbage and pickup and has trash and waste
recycling services available.
Traffic Circulation
The request site has 150 feet of frontage along Wedgewood Lane NE which
collects onto Country Club Avenue NE. The property contains an existing single
family residence, so no additional trips will be generated from the property.
Fire/Police
The Ocean Fire District the Okaloosa County Sheriff' s
City- Wright and
Department currently provide public safety services in the form of fire and police
protection, respectively. Upon annexation, the Ocean City- Wright Fire District
would be the first responder per mutual aid agreement between fire protection
service providers, with an approximate response time of less than three ( 3)
minutes. Service will also be provided by the City' s Police Department whose
average response time was last reported as 3 minutes 39 seconds city -wide.
2. Consistency with Comprehensive Plan
The annexation request must be reviewed for consistency with the various
Intergovernmental Coordination and Future Land Use Element' s Objectives and
32-
Policies in the City' s Comprehensive Plan. Those objectives and policies are
listed below:
OBJECTIVE G.6 — THE CITY WILL CONSIDER ANNEXING ON A
CASE -BY -CASE BASIS THE PROPERTIES OF THOSE OWNERS WHO
WISH TO VOLUNTARILY BECOME PART OF THE CITY AND ARE
EITHER ENCLAVES WITHIN THE CITY LIMIT BOUNDARY OR
CONTIGUOUS TO THE CITY LIMITS OF THE CITY OF FORT
WALTON BEACH.
POLICY G.64 -- THE CITY SHALL DEVELOP A COUNTY- TO-
CITY ZONING USE CONVERSION TABLE AS SPECIFIED IN
POLICY A. 3.4 OF THE FUTURE LAND USE ELEMENT.
POLICY G.66 --THE CITY AND OKLALOOSA COUNTY SHALL
COORDINATE INFORMATION IN THE FORM OF DATA AND
ANALYSIS OF POPULATION PROJECTIONS,
INFRASTRUCTURE SERVICE AREAS AND THE SITING OF
FACILITIES WITH COUNTYWIDE SIGNIFICANCE AND
EXECUTE AN INTERLOCAL AGREEMENT TO IMPLEMENT
THIS POLICY.
POLICY A. 3.4 — ANNEXATION WILL BE IMPLEMENTED ON A

POLICY A.3. 5 - THE CITY SHALL PRESERVE AND PROTECT
STABLE RESIDENTIAL NEIGHBORHOODS AND PREVENT
THE FOLLOWING FROM OCCURRING IN RESIDENTIAL
AREAS: 1) SUBDIVISION DESIGN WHICH PROPOSES THE
UNDESIRABLE IMPACTS FROM THROUGH -TRAFFIC
MOVEMENTS THROUGH A NEIGHBORHOOD; 2)
COMMERCIAL DEVELOPMENT ENCROACHING INTO
RESIDENTIAL AREAS, 3) NEW RESIDENTIAL DWELLINGS
CONSTRUCTED AT A SCALE INCONSISTENT WITH THE
CHARACTER AND DESIGN OF THE NEIGHBORHOOD OR 4)
ADJACENT DEVELOPMENT DEEMED INCOMPATIBLE WITH
RESIDENTIAL AREAS.
3. Future Land Use Map Designation and Zoning Category.
Upon annexation, the City will need to designate a land use category on the City' s
Future Land Use Map and zone the property a City zoning district. Since the
property is currently zoned Okaloosa County RUS, the conversion table above
indicates that the City will designate the property LDR on the FLUM and zone it
R -1 or R -1 A District. The area around the request site is zoned R -1 / R -1 A. Florida
Statutes allow Small Scale FLUM amendments for residential densities less than
10 dwelling units per acre density or on sites less than 10 acres in area. Since
LDR and R -lA permits a maximum density of 5. 45 dwelling units per acre, the
34-
City will be able to process a small scale amendment to the Future Land Use Map
of the Comprehensive Plan. An ordinance zoning the property will also be
required.
Zoning analysis: The request site is developed. Table 1 below indicates existing
land use and zoning for properties adjacent to the request site. Map Exhibits B -D
show existing zoning, future land use and existing land use in the area
surrounding the request. The table also shows that lands in the City adjacent to the
request are exclusively single family residential, which is consistent with the land
use designations and zoning in this portion of the Kenwood Neighborhood, LDR
and R -1 A, respectively.
