CITY OF FORT WALTON BEACH, FLORIDA
MEMORANDUM
To: Robert T. Mearns, City Manager
From: Michael D. Beedie, P. E., City Engineer
Date: November 3, 2009
Subject: Water Main Extension to Serve Okaloosa County Judicial Center
1. BACKGROUND:
1. 1 On March 27, 2007, City Council authorized the City to enter into an interlocal
agreement with Okaloosa County to transfer the interest of 16.3 acres of property located
at 1958 Lewis Turner Boulevard from the City of Fort Walton Beach to Okaloosa County
at the purchase price of $2, 000,000.
1. 2 Okaloosa County proposes to construct a new Judicial Center on the property that will
require potable water, fire service, and sanitary sewer service from the City since the
property resides within the City limits.
1. 3 The City has available water and sanitary sewer service available to the property.
However, a water main extension is required to provide the necessary potable water and
fire service to the proposed development.
2. DISCUSSION:
2. 1 Staff has been coordinating with the County' s design engineer, HEERY International, to
determine the requirements for water and sanitary sewer service for the proposed judicial
center.
2. 1. 1 Currently, a 6 -inch water main provides potable water and fire services to the
softball fields and the Fairgrounds facilities. This 6 -inch main is fed by a 10 -inch
main that crosses Lewis Turner Boulevard near the entrance to Fire Station No. 7.
Water pressures have been insufficient in the past to provide the required fire
so the City installed a suction -discharge system to allow the Fire
protection,
Department to utilize a pump truck to increase the pressures in the distribution
system to the Fairgrounds.
2. 1. 2 Because of the limited water pressures in the existing 6 -inch main serving the
Fairgrounds facilities, it has been determined that the proposed judicial center
would require a 10 -inch water main extension along Lewis Turner Boulevard for
potable water and fire service. From the new 10 -inch water main, an 8 -inch water
107-
main would be extended along the western portion of the property to serve the
judicial center and tie into a dead end 6 -inch water main at the southwest corner
of the Fairgrounds building to " loop" the entire system providing higher service
pressures for the entire property.
2. 1. 2. 1 The 10 -inch water main extension consists of approximately 1, 900 linear
feet of PVC pipe that will be installed from the 10 -inch water main at the
entrance to Fire Station No. 7 to the western property line of the
Fairgrounds. The total estimated cost for materials to install the 10 -inch
water main is $ 38, 000
2. 1. 2. 2 The 8 -inch water main service to the judicial center consists of
approximately 1, 000 linear feet of PVC pipe that will be installed from the
end of the new 10 -inch water main to the connection point with the
existing 6 -inch water main serving the Fairgrounds facilities. The total
estimated cost for materials to install the 8 -inch water main is $ 20, 000.
2.2 City construction crews are preparing to install approximately 2, 000 linear feet of 10 -inch
PVC reuse water main along the northern right -of w
- ay of Lewis Turner Boulevard
funded through a Florida Department of Environmental Protection legislative grant.
2. 2. 1 Because the proposed 10 -inch water main extension for the judicial center runs
along the same route as the new 10 -inch reuse water main, it would be beneficial
to install both mains in the same trench at the same time.
2. 3 Okaloosa County will incur the costs to provide the necessary labor and materials to
connect to the City' s sanitary sewer system.
2.4 Construction on the proposed judicial center is expected to begin in early 2010.
3. FINANCIAL INFORMATION:
3. 1 Since this project was not programmed in the five -year Capital Improvement Program
budget, a budget transfer would be required within the Utility Services FY 2009 -10
budget from the Utilities fund balance to provide service to the Okaloosa County Judicial
Center.
3. 1. 1 The estimated materials cost for the 10 -inch water main extension is $ 38, 000.
3. 1. 2 The estimated materials cost for the 8 -inch water main extension is $ 30,000. This
cost includes the required 4 -inch potable water connection and meter and the 6-
inch fire service taps and fire hydrant.
108-
3. 2 Okaloosa County will be assessed the water and sewer impact fees for the proposed
86, 400 square foot building.
3. 2. 1 The estimated water impact fees are $ 10, 500. 00.
3. 2. 2 The estimated sewer impact fees are $ 14, 122. 50.
3. 3 The estimated monthly water and sewer user fees are $ 1, 300 for the proposed Judicial
Center based on the projected water consumption submitted by the project engineer.
4. RECOMMENDATION:
4. 1 Staff requests City Council authorization to proceed with the purchase of the necessary
materials to extend 1, 900 linear feet of new 10 -inch PVC water main along the northern
right -of w
- ay of Lewis Turner Boulevard and 1, 000 linear feet of 8 -inch PVC water main
along the western portion of the Fairgrounds property to provide potable water and fire
service to the proposed Okaloosa County Judicial Center.
4. 2 If approved, a budget transfer will be necessary from the FY 2009 -10 Utilities fund
balance to complete this project.

Dear Okaloosa County Officials,
It is the practice of the Legislature to hold annual delegation meetings in each county in the state. The
purpose of these gatherings is to allow members of the public, constitutional officers and representatives of
local government to make proposals which the Legislature could consider during the regular session.
15th,
Our Okaloosa County legislative delegation meeting will be held Tuesday, December starting at
5pm in Crestview City Hall in the City Council Chambers. The address for City Hall is 198 North
Wilson Street in Crestview.
Proper business for the agenda would be what are called " local bills," or legislation which would only
affect a municipality, taxing district, school district or other entity within our county. The delegation will hear
15th.
and vote on proposals for local bills on December No local bill can be presented to the Legislature unless
it is considered at the delegation meeting.
In most past years, the delegation has also considered requests for specific local projects funded with
state appropriations. These " community budget requests" are unlikely to be funded this year due to the revenue
shortfall which is expected to continue and worsen over the next fiscal year.
Time permitting, the delegation may also hear testimony on other issues of local concern which would
be affected by legislative action.
Should you wish to be on the agenda for the delegation hearing, please contact Kevin Henderson in
our office at 850- 892 -8431.
