Agency Florida Department of Environmental Protection and Florida Department of Health standards. Strategy: Create a Stormwater Utility Choice: Prepare analysis and legislation to create utility Strategy: Collaborate with other entities to protect the water bodies of the City. Choice: Convene multi -stakeholder forum and seek funding for collaborative effort. Point of information Other entities have to be willing to participate. The City has taken the lead role in environmental stewardship locally. Strategy: Identify energy efficiency opportunities for City facilities Choices: Examine energy savings from a city -wide 4 day work week Reduction of street lighting City -wide Conduct energy audit of city operations Point of information: The up front capital expense might hamper feasibility —long -term cost recovery 3 Level of service for street lighting exceeds most residential standards and the City pays this cost over and above the minimal amount required. Consider MSBU for street lighting if residents desire to maintain a higher level of lighting. Strategy: Collaborate with other entities to meet long term potable water needs of region Choice: Continue participation in regional water supply planning. Point of information Already required to do this through NWFWMD and the Regional Water Supply Plan Goal: Support quality of life services Strategy: Analyze and prioritize programs by use patterns and alternative sources of revenue Choice: Conduct analysis of use patterns of city facilities and funding options. Strategy: Develop volunteer support networks for programs Choice: Accept current level of volunteer effort or commit additional resources for further volunteer development. Points of information: The Parks and Recreation Department has implemented a volunteer program at the Museum, Library, and the Senior Center. The Museum is currently operating the schoolhouse through volunteers. With the loss of personnel, it was imperative that a volunteer program be installed to be able to staff the Schoolhouse. The Senior Center is operating many fund raisers with volunteers and is currently working on a volunteer program to assist in the center operations with the loss of personnel. The library currently has volunteers in place to assist in the children' s section, as well as many programs that the library offers. Strategy: Develop partnerships with non -profit entities Choice: Develop plan to actively increase non -profit partnerships with proposed fees needed to make partnerships viable. 4 Points of information The Parks and Recreation Department has discussed partnerships with the YMCA and Okaloosa County. The YMCA would like to offer classes to our Senior Center members at the center. The problem is that they want to use our facility and charge the seniors a monthly fee to participate. I have had discussions with Okaloosa County School System employees regarding field maintenance. Okaloosa County is currently experiencing budget reductions and do not have staff to maintain the fields they currently have. We are currently working with Okaloosa County to develop a Recreation Cooperative for all athletics and programs offered in the city. The cooperative would bring in funds to replace the non -resident fees as well as provide additional funds for maintenance of facilities. Strategy: Develop sustainability strategy for funding these services Choice: Update/Draft Cemetery Master Plan (Perpetual Care) Implement additional impact fees for recreation. Implement user -cost recovery fee system. Goal: Support economic growth and development Strategy: Support educational improvements Choice: Support educational improvements by maintaining schools /colleges within the City and encouraging a downtown college campus Strategy: Continue to participate in regional economic development efforts Choice: Continue to participate in regional economic development efforts Choice: Develop a more localized effort to redevelopment concentrating on infill and redevelopment versus larger scale economic development/ industrial projects which have traditionally been the focus of the EDC. Strategy: Continue CRA investments to improve the downtown business area Choice: Continue CRA investments to improve the core of the City Choice: Develop and implement a cohesive advertising and promotion strategy Choice: Continue rough 50/ 50 split between downtown and neighborhood investments in CRA area 5 Choice: Streamline of permitting and approval process. Choice: Purchase car wash property next to library Goal: Protect the financial viability of the City Strategy: Maintain infrastructure investments Choice: Develop updated rate study for consideration Point of information Utility Rate increases ( 3 %) not keeping pace with inflationary materials costs Strategy: Ensure each enterprise fund is self -sufficient and requires no subsidies Choice: Update Utility Cost Allocation Study Strategy: With the exception of specific Council exceptions, ensure that fees fully recover costs Choice: New fees for backflow inspections and grease trap inspections Choice: Prepare report on current fees proportion of cost recovery Points of information: The Parks and Recreation Department recently increased the athletic fees for all youths and Adults. The $ 5. 00 increase will help offset the cost for the expenses involved with running athletic programs. Also, as mentioned above, the Recreation Cooperative, if passed, will increase the revenue to the city and will assist in providing funds for capital projects. Strategy: Implement user fees for specific services Choices: Reconsider boat launch fees at all locations? Stormwater Strategy: Examine impact fees Choice: Conduct analysis of further impact fees. Point of information Already doing for water /sewer. Exploring others. ( Tischler Bise) ro Strategy: Determine if there are additional services the City could provide on a full cost -recovery plus basis such as internet service. Choice: Conduct analysis to determine if there are additional services worthy of substantive consideration. Point of information: Will this increase personnel and O &M costs? Strategy: Identify services the City could provide to other governments on a cost plus basis. Choices: Fire Protection to Cinco Bayou and Mary Esther Water /wastewater services for City of Mary Esther; Stormwater NPDES compliance for Cinco Bayou Strategy: Identify services the City could purchase more cost effectively from other governments such as road paving or yard inventory. Choice: Conduct analysis of purchasing options Points of Concern to consider: Location of County inventory; who has priority; costs for life computer systems; ability to see on -hand inventory; ability to charge accounts for actual costs Strategy: Increase grant writing capacity and activities Choice: Increase resources dedicated to grant writing Goal: Increase the capacity of the City to proactive manage future growth Strategy: Develop master plan for city land and facilities Choice: Develop master plan for city land and facilities Strategy: Restrict ability to change growth management plan Choice: Develop internal procedures that will make changes to the comprehensive plan more difficult 7 Strategy: Adopt updated Land Development Code and consistent application of Code Choice: Bring forward for Council discussion and vote the land development code as updated without additional changes. Who works for whom? The voting will be done only by council members. The deeper or varied the discussion normally results in a better decision. I will challenge that you have the authority to decide how the meeting is conducted. They were not generated by me, although Dr. Marlowe did give staff an opportunity for feed back. If you believe there are items missing, then that is precisely why Dr. Marlowe has made himself available tomorrow afternoon to make any additions or changes to that list. Regarding the participants of the "Super Focus Group ", their task, as outlined and approved by Council was for the one meeting. They are of course invited to attend this workshop, but it is Council' s direction that we are seeking. I do not believe the committee was authorized by Council to participate at this next
