Re:
Request for Professional Legal Services City Attorney
To Whom It May Concern:
Broad and Cassel is pleased to submit its response to the Request for Professional Legal Services
City Attorney for City of Fort Walton Beach ( " City "). We are a full- service business law firm providing
high quality legal services to a broad array of clients on a wide range of issues. The Firm's Destin office is
particularly experienced in counseling and representing clients on matters involving cities and their day -
to -day needs. We provide our clients with seasoned, reasonable, and independent advice and counseling
aimed at their specific needs. We also understand that legal costs can escalate when matters are not
handled in a timely fashion. If we are selected, we commit to perform all work requested of us in a
timely, cost -efficient manner.
To this end, Broad and Cassel has identified a principal, secondary and back up representative
with the experience necessary to provide legal services to the City as described in Section III Minimum
Qualifications and in Section IV Scope of Professional Services. The Firm has served as legal counsel in
various types of transactions for a variety of governmental entities, including the City of Panama City
Beach, City of Tallahassee, City of Miami, Tampa -Hillsborough County Expressway Authority, the
Greater Orlando Aviation Authority and Miami -Dade County Expressway Authority, and for many
private companies in various capacities. As this Response shows, Broad and Cassel is uniquely qualified
to represent the City in the range of matters specified in the RFP.
As the City Attorney, I would be responsible for attending all meetings outlined in Section N
Scope of Professional Services, Schedule of City Meetings and other meetings and workshops as directed
by the City Council. I would also serve as the Firm's primary legal contact with the City and would be
responsible for supervising and overseeing the firm's provision of legal services to the City of Fort
Walton Beach. It is my understanding that the work required under the RFP includes, but is not limited to:
representing the Council and each of the Boards and Agencies, providing legal advice and/ or written
opinions, as necessary, and providing parliamentary guidance concerning the conduct of each of the
meetings of the Council and Boards; drafting and /or reviewing ordinances, charter amendments,
resolutions, contracts and correspondence and providing legal consultation on City insurance matters and
providing legal advice or written opinions to City Staff on matters related to their official duties;
defending and prosecuting for and on behalf of the City on all complaints, suits or controversies in which
the City is a part; providing staff assistance and legal counseling relating to the acquisition or sale of real
property in review or preparation of deeds, easements and title searches; reviewing as requested by City

Staff, Board members or City Council situations in which said laws or rules can reasonably be construed
to impact the City' s interests; maintaining files and upon request providing the City copies of pertinent
pleadings and orders in all litigation handled and on a quarterly basis providing a brief written report on
the status of litigation and other legal matters. Our capability regarding these matters is specifically
addressed in this Response.
I possess the ability to maintain satisfactory work relationships internally and
with the public and will keep the City Council and City Staff informed of new laws or judicial opinions
that could affect the City in any way. Finally, I will perform other such professional duties as may be
required to deliver the highest quality work product in a timely, cost -effective manner.
Also as required by the RFP, I am licensed to practice law in the State of Florida and am in good
standing with the Florida Bar. I have been a member of the Florida Bar since 2000, and have been
engaged in the active practice of law for 10 consecutive years prior to the submittal of this response. I am
admitted in, and have practiced in, the county and circuit courts in the State of Florida, as well as the
