BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: January 19, 2016 TO: Honorable Chairman and Members of the Board FROM: GinNeal McVay SUBJECT: Budget & Compliance Manager Hiring Rate DEPARTMENT: Human Resources BCC DISTRICT: ALL STATEMENT OF ISSUE: Request an annual salary of $74,048.00 for the Budget & Compliance Manager in the County Administrator's Office. BACKGROUND: We have recruited for a Budget & Compliance Manager and have been able to identify a candidate with strong local governmental budgeting experience for the position. The candidate, Mr. Frank Hart, has a Bachelors Degree in Business Administration with majors in Economics and Decision Sciences from Old Dominion University. Further, he has eleven years of progressive budgeting experience including experience at the Cities of Norfolk and Richmond Virginia who each have budgets exceeding one billion dollars annually. Most recently, he served as subject matter expert with CGI, Advantage Performance Budgeting, a software solution for governmental budgeting, with successful projects for Fulton County, Georgia, the City of Los Angeles, California, and the states of Alabama, Vermont and West Virginia, among others. County Human Resources Policy provides authority to the County Administrator to hire up to the 75th percentile of the pay range. Because of our need to fill this position with a well qualified candidate, and in consideration of the current market conditions and competition for qualified candidates in the financial field, the department has requested that we hire at the maximum salary of the grade. Mr. Hart's final offer of employment is contingent upon the successful completion of all county requirements including a background check, most of which has already been completed satisfactorily at the time of this agenda entry deadline.
