Ratings in order to review the credit rating of the Department. PRMG was responsible for preparation and coordination of the presentation to be made before the rating agencies and assisted in the rating agency presentation before the various entities. Based on the presentations prepared with they County, no change in bond ratings were recognized and a favorable impression of the overall direction of the Environmental Services Division was achieved. Based on the content reflected in the presentation, it is the objective of the County to update the rate agency report to present at a State of the Utility Report annually before the Board of County Commissioners. PRMG assisted the County in the overall development and review of a capital finance plan associated with securing low- interest loans from the State Revolving Loan Fund administered by the Florida Department of Environmental Protection. PRMG reviewed all the documents prepared by its outside consultants and engineers, assisted in the development of the financial projections associated with the capital finance plan, and reviewed the documentation for the submittal of the application before the FDEP. The referenced items represent the primary components conducted by PRMG under the financial rate consulting engagement. Other miscellaneous tasks were involved associated with the assisting of the daily operations of the utility system ( review of construction change orders, interviewing potential staff members, and making presentations before utility advisory boards and the Board of County Commissioners, etc.). As a result of PRMG' s involvement, the Board of County Commissioners has a favorable opinion of the utility and the overall direction of the financial condition of the utility is one of improvement. PRMG prepared a Cash Flow Model for the County's Transportation Program to evaluate funds availability to meet the cost and to fund the capital program. State Aid to Public Libraries is comprised of three interrelated grants that provide funds to Florida' s public libraries: Operating, Equalization, and Multicounty. The Problem —The rules and formula prescribing how Equalization grants are awarded to counties with limited tax resources are resulting in inequalities in distribution of available funds each year and need to be corrected in statute (F. S. Chapter 257). A flaw in the formula for Equalization grants has resulted in some counties receiving a disproportionate amount of the funds. For example, in FY2005 Hernando County received $ 133, 858. The following year Hernando County received $ 1, 801, 318. Since the Equalization grants are taken off the top of the appropriation provided by the state, the Operating grants received by other counties becomes less. For example, the Okaloosa County Public Library Cooperative received 209,462 in FY2005. In this current fiscal year, the Cooperative' s Operating grant decreased to 13431432. HB21 and SB82 will correct this flaw. How the Funds are Used —State Aid Grant Funds are used to support the services that are provided to all Cooperative Cities. The services include: telecommunication costs, courier services, automated system maintenance fees, computer licenses, programming, databases, promotional activities, and collection for the Bookmobile. As the funds decrease it will be more difficult to continue these functions.
