For The City ofFort Walton Beach TWWOPUBO01 Hatch Matt F AMim-P MacDonald Past Performance Section 3 - Past Performance Introduction Wastewater management has been a cornerstone of our engineering practice since the firm was founded. Work in this area has contributed to our success and reputation for outstanding performance ever since. Experienced professional resources are available to meet client objectives, whether the need is immediate and specific or complex and long -term, project -based or annual consulting agreements. Wastewater staff includes civil, environmental, process, electrical, instrumentation, structural and mechanical engineers, building designers, CAD operators, drafters, surveyors and construction inspectors, who are supported by other members of the firm as the project requires. Highly qualified professionals and staff are specifically trained in the investigation, analysis, rehabilitation and management of underground utilities including sanitary and combined sewers. As a multidisciplinary firm, environmental scientists, hydraulic engineers, hydrogeologists and computer support services are available to facilitate resolution of related issues that may arise on any project. The firm is typically involved in all aspects of wastewater management, including day -to -day consultation, troubleshooting, plant evaluation, initial planning and feasibility studies, preliminary and final design, preparation of plans, specifications and bid documents, bid evaluation, contract administration, construction phase engineering services, plant start-up, operator training and contract operations through Hatch Mott MacDonald Operation Services, Inc. Project management capabilities encompass extensive experience in grant and funding assistance, preparation of permit applications, review of NPDES permit provisions and negotiations with governmental agencies regarding permits and administrative consent orders, expert testimony, report and operating manual preparation, training and start-up. In addition, the availability of inspection and field personnel makes it possible for most project aspects to be undertaken in- house. This allows the advantages of close personal communication between project managers and staff, as well as, Project Managers and clients, key factors in successful project implementation. We enjoy an excellent reputation for successfully completing projects on time and within budget. All projects receive the same close, personal service and attention to detail from the firm' s staff. The high level performance of the firm is reflected in the record of its continuous engagement as Consulting Engineer for many clients - some for decades. The firm' s excellent record of low construction cost overruns on completed projects is indicative of the staff's experience and attention to detail - a most important but often overlooked qualification. Over the past five (5) years, the Hatch Mott MacDonald team has completed many important municipal wastewater projects covering many aspects that will be relative to the City of Ft. Walton Beach's proposed assignment, but the following three projects are most representative of the types of services and expertise that will most benefit the City. The City of Marianna project is unique in that during the planning phases of that project, many of the same issues were being addressed including growth projections, capacity analysis and, ironically, work with Jackson County, whom themselves were faced with a decision to either build a separate plant and pull out of the City System or stay with the City who was in the process of expanding their facility. Hatch Mott MacDonald engaged Public Resources Management Group ( PRMG) on this assignment also. Ultimately, the studies and rate evaluation led Jackson County to a decision to continue to pump their sewer to the City of Marianna. The projects contained in this section for the Escambia County Wastewater Treatment Evaluation For The City ofFort Walton Beach TWWOPUBO01 Hatch Mott MacDonald Past Performance Utility Authority and the City of Tallahassee are also representative of major studies and project implementation assignments related to the complete relocation of the downtown treatment plant in the case of Escambia County and a Master Sewer Plan Study for the City of Tallahassee. The Escambia County project required substantial study of cost impacts, considerations for decommissioning of the old plant and many phases of implementation which have provided us with a good basis for recent bid costs. The City of Tallahassee project incorporated a total evaluation of the City's existing system and preparation for a move into a second phase that will incorporate growth projections and systematic plans to accommodate such growth. The project descriptions of these referenced projects are as followed: Marianna Wastewater Treatment Facility Upgrade 11arianna, Florida In 2001, HMM was selected by the City of Marianna to upgrade its existing facility from 2. 7 MGD to 4.0 MGD. The key components of the project include a new plant pump station, headworks facility, including influent screening and degritter, CarrouselTM oxidation ditches, clarifiers, 10 miles of 30 -inch treated effluent force main, and a 960 -acre sprayfield.Existing structures were utilized, in addition to existing sludge handling components, to enhance sludge treatment as Class B" sludge. The project also included the construction of a new operations building, new chlorine dosing facility, and back -up generator power. This project represents the largest single project the City of Marianna has ever undertaken with total costs near $ 27 million. The project received funding assistance through the Florida Department of Environmental Protection's Small Disadvantaged Community Grant Program, the Community Development Block Grant Program, and FDEP' s State Revolving Grant/ Loan Funding Program. HMM provided assistance to the City in helping to secure these funds and also provided a Water and Wastewater Study through its financial subconsultant Public Resource Management Group) to assist in evaluating the rate structure adjustments the City would need to implement to fund the project. The project is currently under construction with an anticipated completion date in late 2008. HMM' s has provided continuous water and wastewater consulting engineering services to ECUA for over 20 years as the authority' s Principal Consulting Engineer. HMM' s role included land surveying, design, construction documents, regulatory permitting, and contractor prequalification for 22 miles of 16 " -48" DIP force main and 24 " -36" effluent pipelines in urban to rural areas. This included public streets and cased Jack and Bore crossings of railroads, state and interstate highways. Project also included 3- wetwellldrywell pump stations with dry pit VFD Sub. Pumps. Pump stations have architectural buildings. Project is currently approaching 80% design for construction- contract bidding in summer 2007 and completion of construction and facilities begin by fall 2009. The total construction cost is $ 316m. The project looked at infiltration- inflow, performed an environmental inventory and presented a detailed technical comparison and cost effective analysis of various treatment and disposal options. The report recommended a spray irrigation facility in the southeast along with a new treatment plant in the northeast. In 1986, an evaluation of the options available to replace the concrete trunk was performed. A determination of the capacity of the main lines serving the northeast was made along with a recommendation for replacing the concrete trunk, upgrading Springhill Road Pump Station and Pump Station No. 12. The 1988 Master Sewer Plan looked at the overloaded interceptor system and plant capacity vs. flows to the year 2010. The report recommended a new force main along Capital Circle to serve the northeast. A 7. 5 MGD expansion to the T.P. Smith Wastewater Treatment Plant was recommended along with other interceptor improvements. Wastewater Treatment Evaluation For The City ofFort Walton Beach TWWOPUBO01 Hatch Mott MacDonald Past Performance r In 1992, an update to the Master Sewer Plan was initiated. It looked at several options for the NE wastewater treatment plant service area. It also evaluated treatment and disposal options for the NE plant. The study also performed preliminary design for sewering eight unsewered areas. The City and County could not agree on a policy regarding septic tanks and the project was terminated In 2005, a master sewer plan was started. It is only looking at the sewage collection system, including pump stations. Phase I is the development of a computer simulation model that will be used in developing the master plan.
