Engineering Services for Wastewater Treatment Evaluation Request for Proposal 08 -109
REQUEST FOR PROPOSAL
FOR ENGINEERING SERVICES
FOR WASTEWATER 'TREATMENT EVALUATION
FOR THE CITY OF FORT WALTON BEACH, FLORIDA
I. INTRODUCTION:
The City of Fort Walton Beach is requesting a statement of qualifications from prospective
consulting firms for services related to analyzing and evaluating a draft wastewater service agreement
proposed by Okaloosa County for treatment and disposal of the City's influent wastewater. Firms
are invited to submit a proposal outlining their experience and qualifications in performing work_
directly related to the services required.
2. BACKGROUND:
The City of Fort Walton Beach desires to provide efficient and cost-effective wastewater treatment
services to its residents.
MGD)
The City currently operates and maintains a 4.50 million gallon per day
maximum monthly average daily flow P& vfADF) secondary wastewater treatment plant
W V TP). The facility consists ofpretreatment,
rotating biological contactors (RBC), denitrification
filter, secondary clarification, chlorination, anaerobic digestion, and vacuum filters for residuals and
residuals disposal by land application. The reclaimed water system consists of two permitted land
application areas: an existing 3. 10 MGD MMADF permitted capacity Part II restricted access land
application slow -rate sprayfield irrigation system on a 400 -acre tract adjacent to the WW O site and
an existing 1. 55 MGD MMADF permitted capacity Part III public access land application slow -rate
sprayfield irrigation system located at the City's 200 -acre Golf Club.
The City's WWII' was constructed in 1979 and placed on line in 1980. Apart from the addition ofa
sand filtration
system for tertiary treatment in 1992, the facility has not undergone substantial
modification since being placed on line. Significant deterioration and subsequent failures with the
RBC process in the late 1990s resulted in the City commissioning a Wastewater Treatment Plant
Facilities Plan. in 2003.
As a result of the renovation needs outlined in this plan and previously
identified water system improvements, the City issued $
10,910,000 in Utility System Revenue Bonds
in 2005 to finance the improvements. At the time ofissuance, the City's consultants estimated the
total cost for WWTP improvements plus engineering and contingencies at $5, 142,600. However,
latest cost estimates place the total project cost at $ 13, 500,000 due to construction cost increases
and a revised scope of work to include other areas of the facility not previously identified. The
increase in overall cost will require the City to secure additional funding to complete the project
should City Council elect to proceed with renovations.
As an alternative to the WWT?
renovation project, the City has an opportunity to participate with
Okaloosa County Water and Sewer (OCWS) to have OCWS provide all wastewater treatment and
disposal services to the City's customers upon completion of the Arbennie Pritchett Water
Reclamation Facility (APWRF), a 10.00 MGD secondary facility that is currently under construction.

Recently, the County presented to the City a draft Wastewater Service Agreement to treat all of the
City's influent wastewater through a " pay -as- you -go" arrangement. Should the City elect to pursue
this option, the County would intercept the City's 30 -inch sewage force main, treat all influent
wastewater to a secondary standard, treat a portion of the secondary effluent to a tertiary standard
for use as irrigation water at the City's Golf Club, and dispose the remaining effluent at their rapid
infiltration basins ( RIBs).
Through this engagement, the City wishes to evaluate all alternatives
previously discussed to determine the most appropriate and cost -effective method for continuing
wastewater treatment for its residents.
3. SCOPE AND SCHEDULE OF WORK:
The project consultant shall perform a comprehensive evaluation of wastewater treatment options
available to the City and prepare a detailed report with recommendations to be presented to the
Mayor and City Council during a regularly scheduled City Council Meeting. The purpose of the
recommendation report is to provide the City with the most reasonable, secure, and cost -effective
course of action to address current and long -term treatment of wastewater for the City's utility
Oumtotners.
The following ilentifies the major Activity Areas relative to a comprehensive analysis and evaluation
ofwastewater treatment options available to the City. These Activity Areas are identified in outline
and serve as an overall guide. They are not meant to be prescribed tasks. Consultants may wish to
offer alternative or additional approaches to completing the identified Activity Areas.
A. Phase I —
Evaluation of Okaloosa County,Draft Wastewater Service Agreement:
1.
Conduct a comprehensive review of the Okaloosa County Draft Wastewater Service
Agreement to identify the existence or absence and adequacy or deficiency ofprovisions that
establish, define, and protect the wastewater treatment interests of the City including, but
not limited to, level and continuity of service, economic, regulatory, and legal considerations.
2.
Evaluate Service Delivery standards to determine the required level of treatment for the
City's influent waste stream, the required level of treatment for effluent used for irrigation on
the City's Golf Club property, and flow capacity for all influent delivered to the County and
the City /County common interconnect point
3. Evaluate the appropriateness of the proposed rate structure and rates.
4.
Evaluate the payment for services to be made by the City pursuant to the proposed rate
structure per 1, 000 gallons and rates relative to the County's actual cost of service and debt
service for wastewater treatment
S.
Evaluate the provisions and discuss the need for a basis, protocol and procedure to address
for rate increases or decreases, renewal and replacement costs, and other capital
improvements.

6.
Evaluate the City's position relative to the future quantity and availability of reclaimed water.
7. Review and evaluate the provision for Extreme Wet Weather (EWW) flows contained in the
County's Draft Wastewater Service Agreement and provide alternative language which
protects the City during all weather anomalies: 25 -year storm events and above.
8. Review all applicable City, County, State, and Federal Agency' s governing regulations
referenced in the Draft Wastewater Service Agreement and any others which may be
deemed related to the agreement. In particular, the consultant shall seek the opinion of the
Florida Department of Environmental Protection as to permitting requirements for the
options presented in this section.
B. Phase IA —Evaluation of Existin Citv Facilities. Planned Renovations. and CaDaci
