mon& s presentation to Council„ staff highlighted several areas which should be given consideration in conjunction with this analysis ( please reference the atmached Staff Report dated September 24, 2007). These items include, but are not limited to: Costs associated with restoring the sprayfield property, licensed from the Department of the Air Force. Potential costs for disposal and cleanup if the current plant site owned by the City is marketed for resale ( the City may elect to mothball[ this property to avoid restoration costs, or reduce the selling price of the property by placing the cleanup responsibility on the buyer). Continued personnel cost to maintain the City's Industrial Pretreatment Program and Environmental Laboratory, Certification. Costs associated with the r movai of the biosolids disposal slab recently constructed at the City's Agricultural Use Site in Walton County While staff can provide estimates #or some of the above referenced items, an independent analysis should be conducted by a licensed engineering consulting firm to ensure all areas are adequately and comprehensively addressed. Conclusions: Fortunately, the City has sufficient time to fully evaluate the County' s proposal. The County's new facility is not expected to be operational until September 2009, and the City has yet to receive a construction permit from the FDEP for the planned WWTP renovation work. October 9* As stated during the Council Meeting, std intends to delay any acuities related to the V renovation work until such time as the County's proposal has been thoroughly analyzed and Council provides direction on hove best to proceed. After receiving the & aft interloc l agrwnent from the County, staff contacted several consulting engineering firms to formulate a scope of work and gather Est estimates to perform a comprehensive analysis of the County's proposal. Two ofthe firms contacted estimated between 30,000 and $ 100,000. 60,000 for this service, while the third firm estimated the service would exceed Staff is confident that sufficient information has been presented from the interested fps to develop a detailed scope of work for this project. Should Council elect to proceed, staff will formalize the scope of work and issue an RFP for this service by the end of the first week of December. The proposed schedule for this effort is as follows: November 27, 2007 — Receive Council approval to proceed with a formal evaluation of the County's Wastewater Service Agreement Decernber 4, 2007 — Advertise RFP for consulting engineering services January 3, 2008 —Open sealed proposals and begin selection process 4 January 22, 2008 Forward staff reommtnendation to Council for approval f 0 February 5, 2008 — CornPletae contract negotiations and provide consultant with official. 0 Notice to Proceed (estimated 90-day perfon nance period May 13, 2008 -- Present consultant recommendations to Council for discussion and approval In addition to contacting consulting engineering firm,:, staff contacted the City Attorney regarding legal review ofOrdinance 1633 related to issuance ofthe Series 2005, Utility System Revenue Bonds. Since the City Attomey did not serve as our Bond Counsel for this effort, she referred this issue to Ms. Pat Lott with Miller, Canfield, Paddock and Stone, P.L.C. of Pensacola, Florida Ms. Lott seared as the City's Bond Counsel previously and is a recognized authority relating to the City's Bond Ounce 1633. Ms. Lott has agreed to review the County's wastewater treatment agreement and to advise the City concerning the various options under the 2005 Bond Ordinance, Her fee for this service wdl be bdled at her hourly rate of $250, with a not to exceed total atuount of $? for a y000 complete review. The total estimated cost for a comprehensive evaluation of the County's proposal by both consulting engineers and legal counsel is in the range of $5o o00 to $ defined scope of word. Staff estimates that the 75,000, depending on the monthly treatment fix= due the County will average approxi= tely $ 162,000'. inclusive ofthe monthly Reea& ness to Serve Fee. The total annual fees for wastewater treatment due the County should the City elect to pursue this arrangement are estimated 1, 945,000, inclusive of the monthly RSF. at $ Extrapolated over a ten year period (including a 3.5% annual rate adjustment) the teen year costs of this agreement arse in excess of $20,000,000. Given the cost of the prugfiam over ten years, the estimated consulting cons of $75,000. to evaluate the proposal represent 0367% of the Connt7' s proposal. C,urr+ en*, sufficient funding is available in account # 401 -1500 -536 -5501, Ufdities Fund Cont i% encies, should Council elect to proceed with the above referenced comprehensive evaluation. Staff requests Council authorization to proceed with eva a ing the Wast mater Service Agreement presented by Oltaloosa County for treatment of the CiWs influent wastewater- flow at the proposed new Arbennie Pritchett mater Reclamation Facility to be constructed immediately east ofthe City's existing wastewater treatment plant Authorization of this effort includes securing the services of an independent engineering consulting frm and law fin as outited is the preceding staff report.
