The Fire Department' s application submitted last April, was one of 20,731 requests competing for a share of the 700 million dollars allotted. Fort Walton Beach' s share of this 90% Federal /10$ City is 7, 270. 00. DISCUSSION: The purpose of this grant was to provide the Fire Department with several desperately needed safety devices; enhancement of our Advanced Life Support equipment; and a replacement backup generator for Station 7. As part of our safety program we have been carrying thermal imaging cameras ( TICs) on our apparatus for about ten years. The TICs we bought ten years ago can no longer be repaired by the manufacturers and we can no longer get new batteries to power the units. TICs have been proven to be a vital element for on- scene -safety and their use has been included in the county -wide Standard Operating Guidelines. The Fire Department received another FIRES Grant in 2003 for Self Contained Breathing Apparatus (SCBAs). At the time of purchase we thought we could communicate sufficiently without special amplifiers based upon a demonstration held under classroom conditions. Since then we have found that we are unable to communicate effectively on the fireground, either face to face or on the radio, while wearing our SCBA masks. The purchase of these new technology amplifiers (already field tested) will increase firefighter safety and interoperability on fire and hazardous material scenes where SCBAs are used, especially with our mutual aid partners with the same equipment. The enhancement of our ALS Equipment is the purchase of three ventilators, one for each ALS registered vehicle. The ventilators automatically provide breaths to a patient who is unable to breathe on his/her own. When working a respiratory arrest or cardiac arrest patient there are many tasks that need to be done early and simultaneously in order to C:\ Documents and Settings \demery.FWB- LAN\My Documents \Staff Reports \Staff Report for FIRES Grant 2007.doc save the patient. At that moment there never seems to be enough personnel or room to handle all of the tasks. The ventilator handles one of the more critical tasks and frees up our people for other duties. A ventilator on each of our ALS vehicles will greatly expedite critical care to our most serious patients. The current generator at Station 7 is listed as a 30 KW and is over 35 years old. The manufacturer went out of business over 20 years ago. Replacement parts are non existent and have to be machined or hand made by our repair company. The75 KW replacement of this unit through this grant will not only provide the backup power needed to operate the station during power loss but would reduce the total cost of Station 7' s renovation accordingly. RECOMMENDATION: Staff requests Council accept the 2007 FIRES Grant award from the Federal Emergency Management Agency. If approved a budget amendment to the General Fund will be required to fund the City' s 10% match of $7,270.
