BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: July 7, 2015 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Approval to allow OCDC to negotiate and award contract to Thomco for NSP project DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: Request approval to allow the Okaloosa Community Development Corporation (OCDC) to negotiate and award a contract to Thomco Enterprises, Inc, for the construction of six townhome units within the Palm Village development using Neighborhood Stabilization Program (NSP) grant funds not to exceed $874,139.00. BACKGROUND: Okaloosa County was allocated $2,255,252 for the regular State NSP funds and an additional $1,003,183 for the NSP supplemental allocation for rental housing. On November 24, 2009 an agreement was executed between Okaloosa County BCC and Florida Department of Economic Opportunity (DEO) to govern use of the funds. Okaloosa County subsequently entered into a competitively procured contract with the Okaloosa Community Development Corporation to serve as the County's NSP developer. Through the OCDC, the NSP funds were used to acquire 66 units of the Rolling Pines townhome development north of Eglin Air Force base, two detached single family homes, and the partially complete Palm Village Townhome project located in Fort Walton Beach. The approved but undeveloped portion of the Palm Village project serves as a land bank for the construction of future townhome units. The OCDC has followed the County’s procurement procedures for all acquisitions as required by the NSP grant. On November 20, 2012 the DEO awarded Okaloosa County an additional $715,111.77 which included $301,917.13 of regular NSP funds as well as $413,194.04 of program income. The DEO awarded Okaloosa County an additional $52,443.92 of program income in May of 2015. The award of additional funds will enable the OCDC to initiate construction of six new townhome units within the Palm Village development land bank. In accordance with County procurement policies and in coordination with the Purchasing and Growth Management departments, OCDC retained AVCON, Inc., to serve as construction manager for the Palm Village project. Working with AVCON as well as the Purchasing and Growth Management departments, the OCDC released a Request for Proposals for the project. After reviewing the proposals submitted, the OCDC proposes to enter into a contract with Thomco Enterprises, Inc to construct the six units. OCDC has followed all of the County’s procurement procedures in advertising for and selecting the proposed contractor. No County funds are required for this project. OPTIONS: Approve or deny the Okaloosa Community Development Corporation’s proposal to negotiate with and award a contract to Thomco Enterprises, Inc, for the construction of six units in the Palm Village Townhome development using Neighborhood Stabilization Program (NSP) grant funds not to exceed $874,139.00. RECOMMENDATION: Staff recommends approval of the Okaloosa Community Development Corporation's (OCDC) request to negotiate with and award a contract to Thomco Enterprises, Inc for the construction of six (6) townhome units within the Palm Village development using Neighborhood Stabilization Program (NSP) grant funds in an amount not to exceed $874,139.00.
