SUBJECT: Sensus - Contract for Water Meters & Associated Parts

STATEMENT OF ISSUE: OCWS staff requests BCC approval of a contract with Sensus USA
Inc. for water meters and associated parts.
BACKGROUND: OCWS has used Sensus water meters for over 20 years. For purposes of
standardization and compatibility, we need to have 1 manufacturer of water meters. 99.9% of
the 30,000 meters we have in our system are Sensus. For our meter reading and billing system to
work properly, water meters need to be 1 brand. In addition, staff feels that Sensus provides high
quality meters and great service - all at a great price. Sensus has agreed to keep their current
prices the same for another 3 years. This is all despite the 5% price reduction in 2010 and the
continued increase in expenses.
Therefore, attached for your review and consideration is a new contract with Sensus with the
current prices (as County Contract No. C01-0614-WS). Please note the most common item we
purchase is Line Item 47 - the 3/4" IPERL water meter, at a price of $85.80 per meter. We have
checked with many other utilities in NW Florida and the rest of the state, and this unit price is at
or lower that almost all. Because of the excellent quality, great service, and good prices, the
majority of utilities in NW Florida use Sensus - they are considered the best in the industry.
County Contract Review has been completed on the contract and is attached. There are 49 line
items on contract's price list. Note that this exhibit has a clause on the last page where any items
needed in the future that aren't specifically listed in these 49 line items can be ordered through
the contract, with a 30% discount from current catalog pricing. Regarding the term of the
contract, these unit prices would be locked in for the next three (3) years (through 9/30/2016).
After that, Sensus may request an annual Producers Price Index (PPI) for each of three (3) one-
year renewals.
OPTIONS: Approve or deny.
RECOMMENDATIONS: Staff recommends BCC approval for the Chairman to execute the
contract with Sensus USA Inc. for water meters and associated parts.
