Byme, President DATE: _February 8, 2016 OWNER: ' DATE: v This Change Order is an amendment to the Contract/Agreement between Contractor and the Owner, and all other contract provisions shall remain in full force and effect unless specifically amended in writing, signed by both parties. Exhibit “B” February 8, 2016 Okaloosa County Courthouse Crestview, Florida Design Build Scope Change The original scope was for a construction budget of $8,000,000 based on a solution that did not meet projected needs as determined through programming efforts and schematic design based on data collected and input from the courts personnel, users groups, and county staff. In February of 2015 the scope was revised to one that met the needs for a 10 to 20 year projection, and likely suitable for 25 to 30 years. That revised scope included the addition of approximately 36,000 square feet in a 3 story building for the courts, judges and the holding areas, and the relocation and expansion of security for a south side entrance. Also included in the revised scope was the renovation of approximately 42,000 square feet in the existing 3 story building to accommodate the complete court support functions required. The revised scope indicated construction budgets of $12,000,000 for new construction and $5,000,000 for renovation/remodeling. The design fees and preconstruction services completed to date for that scope were credited to the project. The current scope (February 2016) is based on the demolition of the existing courthouse due to environmental conditions present in the facility and the construction of a new 3 story, approximately 68,040 design gross square footage courthouse to meet the programmed needs for 25 to 30 years, and likely suitable for longer. The savings in efficiencies of the new layout indicate cost savings for new construction of roughly 13% over renovation reuse and addition cost projections. The increased design fees and the preconstruction costs are adjusted to meet the new scope as accepted by the county. See EXHIBIT C as revised for fees breakdown. It should be noted that while the revised EXHIBIT C clearly indicates an increase in projected overall fees of $777,487.00 this Change Order #2 is for $0.00 additional dollars. Exhibit C contains both Design phase Fees (needed now) and Construction Phase Fees (needed later). In the interest of not requiring the County to encumber additional current dollars for an item of cost which only has meaning when there is an agreed upon Guaranteed Maximum Price (GMP). We are requesting, via this Change Order, to re-allocate existing previously approved funds to cover the increase in Design Fees ($542,409) by reducing the Construction Phase Fee by this amount and deferring any increase in Construction Phase Fees until the acceptance, by the Board, of a future GMP proposal.
