Mr. Gordon Hurd, President

PO Box 2811
Fort Walton Beach, FL 32549
Dear Mr. Hurd,
Happy New Year to you I
As we discussed at the Council Meeting on October 26, 2004, it is the desire of
the Mayor and City Council to discuss in a workshop setting, the Okaloosa
Performance Group' s Municipal Auditorium Feasibility Study, and what is
necessary to aid the project in moving forward. We have already scheduled an
event for the January workshop, and would like to invite you to the workshop
scheduled for Tuesday, February 15, 2004.
In order that we can all properly prepare for this meeting, I have solicited
comments, concerns and questions from the Council to give you time and
opportunity to prepare your response. The questions are as follows:
1. How would the proposed Municipal Auditorium compare to and compete
with the OWCC facility, and the Emerald Coast Conference Center?
2. What would be the construction timeline assuming the money was not a
problem?
3. How long would the current auditorium be out of commission?
4. Does OPG, Inc. have a list of potential contributors, and, if so, how much
might they be willing to contribute?
5. Can this project be developed in phases if all the funding is not
immediately available; and if so, specifically how would the project be
phased?
6. What is the financial plan for funding this construction project, with and
without the financial assistance of the City of Fort Walton Beach and how
far has OPG, Inc., progressed in securing funding for their plan ( grant
applications, donations, etc.)?

7. What is the financial plan for the ongoing operation of this facility, with
and without the financial assistance of the City of Fort Walton Beach?
8. What is the marketing and promotions plan for this facility and what is the
esti mated usage rate?
9. Is it possible for this facility to be a break- evenoperation? That is, will
event receipts be sufficient to cover the cost of ongoing operational
expenses, utilities, insurance, staffing, maintenance, etc.?
If OPG, Inc., will be providing additional information to Council regarding this
project for the February 15, 2005 meeting; my office will need to have the
information by Wednesday, February 9, 2004.
As a side note - I thought that I would mention that it is my understanding that
the Tourist Development Council is in the process of considering projects for
inclusion in their five- year plan for improvements. There is a meeting scheduled
for February 10, 2005 at lpm at the Emerald Coast Conference Center. This
would be an excellent opportunity for OPG, Inc. to partner with the TDC in
providing financial support for this project which is directly related to tourist type
activities and it would have a regional impact.
Please call me at 833- 9504 if you have any additional questions or if you would
like to discuss these issues prior to the meeting.
Thank you.
Sincerely,
City Manager
