RESOLUTION 2010-37 A RESOLUTION OF THE CITY OF FORT WALTON BEACH, FLORIDA; AMENDING THE CITY’S PURCHASING POLICIES AND PROCEDURES MANUAL TO PROVIDE FOR LOCAL MERCHANT PREFERENCE STANDARDS, VENDOR PROTEST DEFINITIONS, WINDOWS OF TIME TO FILE A VENDOR PROTEST, CERTIFIED MINORITYY BUSINESS ENTERPRISE EVALUATION CRITERIA, AND PURCHASING CARDS; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, pursuant to section 4.01.023, of the Code of Ordinances, all purchases must be made with approved and accepted procedures, and WHEREAS, the City Council has found that the City’s Purchasing Policies and Procedures requires amending to provide for Local Merchant Preference standards, and WHEREAS, the City staff finds it to be in the best interest of the City to amend the Vendor Protest section of the Purchasing Policies to provide for citizen and vendor communication with the City Council, and WHEREAS, the window for filing a Vendor Protest section has been changed from five (5) working days to three (3) working days to limit the time span within which the City must wait before moving forward with the purchase or engagement after the award decision has been made by the City Council, and | WHEREAS, the Certified Minority Business Enterprise section requires revision to clarify that Certified Minority Business Enterprise will be a scheduled evaluation criteria in all RFP’s and will receive five (5) points; and WHEREAS, The Credit Card section has been revised to reflect the use of Purchasing Cards in lieu of Credit Cards. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WALTON BEACH, FLORIDA AS FOLLOWS: SECTION 1. The City’s Purchasing Policies and Procedures Manual is hereby amended to include amended language relating to Local Merchant Preference standards. SECTION 2. The City’s Purchasing Policies and Procedures Manual is hereby amended to include amended language to relating Vendor Protests. SECTION 3. The City’s Purchasing Policies and Procedures Manual is hereby amended to include amended language relating to Certified Minority Business Enterprises. SECTION 4. The City’s Purchasing Policies and Procedures Manual is hereby amended to include amended language relating to Purchasing Cards. SECTION 5. This Resolution shall take effect immediately upon approval by the City Council and signature of the Mayor. Adopted by the City of Fort Walton Beach City Council on this 26" day of October 2010.
