September 16, 2014 Tuesday Meeting The regular Tuesday meeting of the Okaloosa County Board of County Commissioners was called to order at 8:30 a.m. at the Water & Sewer Administration Building in Fort Walton Beach. Members present were Charles K. Windes, Jr., Chairman; Nathan Boyles, Vice Chairman; Wayne Harris; Dave Parisot; and Don Amunds. Also present were Gary J. Stanford, Finance Director, Clerk's Office; Ernie Padgett, County Administrator; Greg Stewart, Acting County Attorney; and representatives of the media. PRESENTATION - EMPLOYEE SERVICE AWARD Mr. Padgett presented Gabby Arceo with a service award for 15 years of service to Okaloosa County. COUNTY ADMINISTRATOR’ S UPDATE Mr. Padgett stated he has nothing at this time. COUNTY COMMISSIONER'S MINUTE Mr. Harris and Mr. Amunds had no comments. Mr. Boyles thanked everyone in attendance for the meeting this morning. He referred to a news article regarding Beasley Park and stated if there are no objections he would like to work with staff on a plaque detailing the history of the park and bring this item back to the Board at a future date. There were no objections. Mr. Parisot reported the Gulf Consortium meeting will be held tomorrow morning at SanDestin. PUBLIC COMMENTS RELATING TO THE CURRENT AGENDA Mrs. Rebecca Sherry, Okaloosa Island came forward to voice opposition to an option of a Wright Parkway Extension for replacement of the Brooks Bridge. She read a _ resolution approved by the Condo Alliance of Okaloosa Island and the Boards of Directors of 19 condominiums. Mrs. Sherry asked the Board to vote against the option. September 16, 2014 -1- Minute Book 71, Page 258 Okaloosa County Board of County Commissioners Mr. David Sherry, Okaloosa Island, said the Fort Walton Beach Chamber is requesting a redundant $3 Million study for a second bridge. He asked the Board if they favored “wasting” $3 Million on such a study and asked the commissioners to vote against it. Mr. Rick Bradford, Cardinal Avenue, Okaloosa Island, stated the 2009 growth management plan reported a daily traffic count across Brooks Bridge of 44,500 vehicles. He said he believes that count is higher and likely to increase. Mr. Bradford noted that Okaloosa Island was designed as a residential community and asked how many traffic signals would have to be installed to manage traffic on Highway 98. It was his opinion the bridge should be left where it is and did not believe commercial interests should prevail over the community. Fort Walton Beach Mayor Mike Anderson stated former Destin Mayor Sam Seevers said “you should keep an open mind.” He stated the City of Fort Walton Beach has kept an open mind and supports the process with Florida Department of Transportation (FDOT) telling the county what should be done with regard to Brooks Bridge. Mayor Anderson said the City supports the Fort Walton Beach Chamber's request for FDOT to determine the best routes for our area. Mr. Dave Hubbell, El Matador, stated he is a retired bridge engineer. It was his opinion FDOT will use county money to repair the bridge. He encouraged everyone to contact FDOT. Mr. Parisot responded by saying at the last Okaloosa Walton Transportation Planning Organization (TPO) meeting he addressed that issue with FDOT representatives. He said the repairs are necessary to extend the life of the bridge until a replacement bridge can be constructed. Mr. Tim Sullivan, Abalone Court, Okaloosa Island, stated he opposes construction of the Wright Bridge because it will ruin the quality of life on the Island. He advised that he is a member of the Northwest Florida Track Club and if this route is permitted, the Club will no longer be able to help local charities by having 5-K races on Santa Rosa Boulevard. Mr. Sullivan said it may be necessary to move the races to 30-A in Walton County. Representative Matt Gaetz came forward to speak on the agenda item for designation of a public meeting on September 30, 2014 at the Niceville City Hall. He said he has grown weary of the September 16, 2014 -2- Minute Book 71, Page 259 Okaloosa County Board of County Commissioners conflict between the Legislative Delegation and the Board. Representative Gaetz said Commissioner Boyles presented an olive branch in an effort to move forward, adding that he believes more can be done by working together. He invited the commissioners to join him in the “Okaloosa Accountability Initiative” whereby the citizens will help set the priorities and hold elected officials accountable. Representative Gaetz stated they may disagree about tactics but should agree on priorities. He thanked Mr. Boyles for taking this first step. He concluded by saying the Board can count on him to be its advocate and on letting the public give him his marching orders. NEW BUSINESS - AUTHORIZATION FOR PUBLIC MEETING Representative Gaetz sent a letter to all Okaloosa elected officials, dated September 10, 2014, enlisting their participation in the Okaloosa Accountability Initiative with the first town hall meeting scheduled for September 30. Mr. Boyles stated he requested this item be placed on the agenda. He said the Board could designate an individual to attend the meeting or could set it as a public meeting. Mr. Boyles stated he would be happy to attend as the Board’s representative. Mr. Parisot stated he is an elected official and plans to attend. Mr. Amunds recommended it be advertised as a public meeting and the Clerk’s Office be requested to attend to take the minutes. Mr. Boyles made motion, seconded by Mr. Amunds, to advertise a special called public meeting on September 30, 2014 at the Niceville City Hall beginning at 5:30 p.m. 5 yeas. WATER & SEWER SYSTEM - PURCHASE OF MIRACLE STRIP LODGE PROPERTY ON ODDFELLOW ROAD Mr. Jeff Littrell, Water & Sewer System, requested authorization to purchase the property at the northeast corner of the Lewis Turner Boulevard and Oddfellow Road intersection. This property is known as the Miracle Strip Lodge, Independent Order of Odd Fellows (IOOF) of Florida and identified by Parcel ID #35-1S-24- 0000-0031-0000. The value of the property was appraised at $230,000. Mr. Littrell stated both parties have agreed to the appraised value as the purchase price. September 16, 2014 -3- Minute Book 71, Page 260 Okaloosa County Board of County Commissioners Additionally, staff is requesting authorization to adjust the rental payments which were made from February 2014 through closing from $241.67 to $300 per month. Mr. Littrell requested approval for the County Attorney to prepare the required purchase documents, proceed with the purchase of the subject property and the Chairman be authorized to execute all necessary documentation for the closing. He reiterated the request to amend the rental terms as outlined above. (NOTE: OCWS has rented the subject property since 1994 for use as a parking lot.) Upon inquiry by Mr. Parisot, Mr. Stewart stated one appraisal is sufficient. Mr. Parisot questioned the need to purchase the property when several offices will be relocated from the Water & Sewer Administration Building to the new Shalimar Administration Building. Mr. Boyles made motion, seconded by Mr. Harris, to approve the purchase of the property at the appraised value, to instruct the County Attorney to prepare the required documents and to approve the adjusted rent payment from February 2014 until closing. 4 yeas, lo nay. (Mr. Parisot voted no.) Mr. Stewart stated he will work with Mr. Stanford on the purchase of the property and requested the Board designate either the Chairman or department head to sign the closing documents. Mr. Amunds made motion, seconded by Mr. Boyles, to designate the Chairman to execute the necessary closing documents. 5 yeas. WATER & SEWER - SUPPLEMENTAL RECLAIMED WATER TO NICEVILLE AND EGLIN AFB, NORTHWEST FLORIDA WATER MANAGEMENT DISTRICT GRANT APPLICATION AND MEMORANDUM OF AGREEMENT Mr. Littrell requested Board authorization to submit a grant application to the Northwest Florida Water Management District (District) for the design of a supplemental reclaimed water project which would transmit reclaimed water from the Arbennie Pritchett Water Reclamation Facility (WRF) to the City of Niceville service area and, potentially, Eglin Air Force Base (AFB) . This grant program is part of the District’s Water Supply Development Initiative, noting the grant application is submitted online. Mr. Littrell also asked for authorization for the Chairman to execute a Memorandum of Agreement (MOA) with the City of Niceville and Eglin AFB relative to this project. He September 16, 2014 -4- Minute Book 71, Page 261 Okaloosa County Board of County Commissioners stated the plan is for the MOA to be executed by all three parties on October 1 at the Final Leadership Meeting. Mr. Amunds made motion, seconded by Mr. Boyles, to approve submission of the grant application and execution of the MOA. Mr. Parisot posed a number of questions. Mr. Boyles called for the vote. 4 yeas, 1 nay. (Mr. Parisot voted no.) PUBLIC HEARING - REQUEST FROM JERALD ANDREWS AND DAVID LOCHT, JR., TO AMEND FLUM AND REZONE PARCEL AT DAVID AND SCRANTON STREETS, FWB Mr. Stanford read the advertised legal notice for public hearing to consider the request submitted by Choctaw Engineering as agent for Jerald Andrews and David Locht, Jr., to amend the Future Land Use Map (FLUM) designation from Mixed Use (MU) to Medium Density Residential (MDR) or a more restrictive designation for 1.24 acres located at the corner of David and Scranton Streets in Fort Walton Beach. Further, if the FLUM is changed, the petitioners request the subject parcel be rezoned from Mixed Use (MU) to Residential-2 (R-2) or a more restrictive zoning district. Mr. Stewart pointed out this is a quasi-judicial proceeding and anyone desiring to speak should now stand and be sworn in. He also asked for the commissioners to disclose any conversations they may have had regarding the subject hearing. The commissioners did not indicate they had telephone or email contact on this item. Mr. Elliot Kampert, Growth Management Director, stated the developers would like to develop a townhouse subdivision at a proposed density of 16 units per acre. The current MU designation would not allow the requested density. The Planning Commission voted unanimously to recommend approval of the request at its August 14, 2014 public hearing. Mr. Kampert stated the military representative had no comment and staff has no objection. Mr. Mark Siner, agent for applicants, stated MU allows for both commercial and residential development. He said his clients did not want to go through the public hearing process but it became necessary because of the way the county code is written. For parcels less than two acres, the density goes down to ten per acre and does not address maximum density. September 16, 2014 -5- Minute Book 71, Page 262 Okaloosa County Board of County Commissioners Mr. Parisot recommended staff look into this issue and return with a recommendation at a future meeting. Mr. Parisot made motion, seconded by Mr. Boyles, to amend the FLUM designation and rezone the subject parcel as advertised. 5 yeas. ORDINANCE NO. 14-12 (FLUM) ORDINANCE NO. 14-13 (Rezone) PUBLIC HEARING ~ AMENDING CHAPTER 2 OF ORDINANCE NO. 91-01, ACCESSORY USES AND STRUCTURES, SUBSECTION LIVESTOCK, POULTRY, BEEKEEPING (2%? HEARING) Mr. Stanford read the advertised legal notice for public hearing to consider an ordinance amending Chapter 2, Section 2.2100 “Accessory Uses and Structures,” Subsection 10 “Livestock; Poultry; Beekeeping.” He noted this is the second hearing. Mr. Kampert stated the first hearing on this issue was held on September 2. He advised the Florida Legislature amended the Statutes which now pre-empts local legislation regarding beekeepers. Mr. Kampert said the regulation of beekeeping belongs to the Department of Agriculture. He stated there have been no public comments and staff supports the change. No one came forward to speak in favor of or in opposition to the proposed ordinance amendment. Mr. Boyles felt action was unnecessary because the Board has been pre-empted by the new Statutes. Mr. Parisot made motion to adopt the ordinance as presented. Motion dies for lack of a second. Mr. Kampert stated if there are any inquiries, Growth Management staff will direct them to the Department of Agriculture. Mr. Stewart opined the Board has no authority to regulate beekeeping and it could be confusing for the public. He said the proposed ordinance is for clarification. No action was taken. PUBLIC HEARING - INSTALLATION OF ADDITIONAL STREETLIGHT ON SANTA BOULEVARD IN OKALOOSA ISLAND MSBU Mr. Stanford read the advertised legal notice for public hearing to consider a request to install an additional streetlight within the Okaloosa Island Municipal Services Benefit Unit (MSBU) at 910 Santa Rosa Boulevard. September 16, 2014 -6- Minute Book 71, Page 263 Okaloosa County Board of County Commissioners Mr. John Hofstad, Public Works Director, stated the request for the additional streetlight came th yong the Okaloosa Island Leaseholders Agsociation. He said there will be no installation cost and staff supports the request. No one came forward to speak in favor of or in opposition to the Yequest. Mr. Farisot made motion, seconded by Mr. Harris, te approve the installation of the streetlight. 5 yeas. VISITOR ~- REPRESENTATIVES OF BARNES INSURANCE AND FLORIDA BLUE INSURANCE, TOBACCO FREE WORKPLACE Mr, Dennis Barnes and Mr. Glenn Little of Barnes Insurance and Ss. Patti Powell and Ms. Amanda Havich of Florida Blue Insurance came forward for the presentation on a tobacco free workplace. Mr. Barnes stated the first question the Board may ask about this program ais the cost. He said Barnes Insurance has negotiated with Florida Blue and there will be no cost for the program. Normally, participation costs $75 ber person. Mr Barnes then referred to the handouts in the agenda pac Rage stating Ms. Powell and Ms. Havich are present to answer any specific questions. Mr. Barnes stated at this point, they need direction from the Board. He advised that it does take time to implement the program and asked if the Board desires to have it in place by November 1. Mr. Barnes stated the Florida Blue program has been used in many cities and counties in the state, adding it is a : solid program which is effective and should yield results. Continuing, Mr. Barnes said approximately 19% of the American population smokes. Referring to information gathered by the Wellness Committee, he said the county spends S587 more in claims for insurance program participants who smoke. He summarized, “We are looking at betwean $75,000 and $100,000 in claims costs.” Results and savings will come over multiple Jars . Mr. Barnes stated next year he will return with information on a program for incentive differential in premium Mr. Parisot made motion, seconded by Mr. Amunds, to move forward with this non- smoking/non-tobace use program and to ask Barnes Insurance and Florida Blue representatives ts proveae the detetis on implementation of the preagqram to Human Resources as soon as possible. VISITOR - MARK HAMRICK, GREATER FORT WALTON BEACH CHAMBER OF COMMERCE, BROOKS BRIDGE RESOLUTION Mr. Mark Hamrick, representing the Greater Fort Walton Beach Chamber of Commerce, gave a brief history of Brooks Bridge from the time of its opening in 1966 to 2013 when a = barge transporting a crane hit the bridge, damaging it and temporarily putting it out of service. He asked the Board to support, by resolution, the Florida Department of Transportation’s (FDOT) Project Development and Environmental (PD&E) Studies regarding the replacement of this bridge, as well as examining the need for a second bridge between Fort Walton Beach and Okaloosa Island. Mr. Hamrick reported resolutions have already been received from Shalimar, Mary Esther, and Cinco Bayou. Mr. Boyles made motion, seconded by Mr. Parisot, to adopt a resolution supporting FDOT PD&E Studies for the replacement of Brooks Bridge and a study to examine the need for a _ second bridge between Fort Walton Beach and Okaloosa Island. 5 yeas. It has been determined that because of recent advancements in the design, right-of-way and construction funding for the PJ Adams Parkway Bypass Project, the design and construction of sidewalks along the road from Garrett Pit Road to Egan Drive would not be in the best interest of citizens at this time. Mr. Boyles made motion, seconded by Mr. Parisot, to authorize the Chairman to execute the termination letter. 5 yeas. In January 2013 the Board approved an agreement with the City for $15,000 and combined that funding with carried forward funds from FY 2012, making a total of $25,000 available in FY 2013. However, because of delays with permitting and issues with contractors and materials, the City’s contract with the county expired in January 2014 without the work at Lincoln Park being completed. The City went forward with completing the work and has requested reimbursement in the amount of $19,379.39. Mr. Hofstad stated those funds are available in the BIF account, adding staff supports the request. FACILITIES MAINTENANCE - ELDER SERVICES, LEASE MODIFICATION FOR QLD FORT WALTON BEACH HOSPITAL SPACE Mr. Don Turner, Facilities Maintenance Director, stated Elder Services has requested its leased space at the old Fort Walton Beach Hospital be expanded to include an additional 492 square feet. He explained that recently the FWB Senior Center (Center) was closed and until a new space is prepared for the Center, Elder Services has allowed the seniors to use portions of their leased space. He reported programs are scheduled almost every day in the dining room and provide a great benefit tor participants. Mr. Turner said because of these increased activities, Elder Services believes they have justification to request additional space. He stated they are requesting an extension of space to the double doors in the corridor just outside the large dining room. This additional square footage would be used for a storage room, two non-ADA compliant restrooms and one additional office space. If approved, Facilities Maintenance will need $5,000 to extend the firewall to the new leased boundary. Mr. Amunds stated he feels it is great to help all citizens and supports moving forward. He reported he spoke with Elder Services representative Jerry Melvin last night and the only thing stopping them from moving into the new space is Cox Cable drops. Otherwise, he said they could move into the new space in two to three weeks. Mx. Melvin spoke about the increased activities in the dining room area and said they will need the additional bathrooms when large groups of people are using the facility. September 16, 2014 -18- Minute Book 71, Page 275 Okaloosa County Board of County Commissioners Mr. Parisot stated he toured the facility yesterday and took a number of photographs. Those photographs were displayed on the screen. He questioned the need for additional storage and office space. Mr. Parisot also pointed out Elder Services has equipment and other items in portions of the building not under lease and it should be removed. Mr. Amunds made motion, seconded by Mr. Harris, to approve a modification of the lease for additional space and to authorize the Chairman, County Administrator, and staff to meet with Elder Services by Friday to form an exit strategy to remove items from the non-leased space. Mr. Turner asked if the motion includes the $5,000 needed for the department to move the firewall. Mr. Amunds amended his motion to include this provision and Mr. Harris confirmed his second. Discussion ensued regarding the non-ADA compliant restrooms. Mr. Turner advised there are no plans to renovate those restrooms, pointing out there are ADA compliant restrooms down the hall. Mr. Boyles stated he supports the motion on the floor. He recommended in the future when a department submits a request requiring funding, that department should provide two alternate funding sources. Mr. Amunds asked if there are funds available in the reserve fund for Capital Projects which could be used, rather than take the $5,000 from General Fund Reserves. Mr. Turner replied there is only $27,000 in Capital Projects Reserves and later in the meeting he will propose a use for those dollars. 4 yeas, 1 nay. (Mr. Parisot voted no.) FACILITIES MAINTENANCE -— REQUEST FOR ASSISTANCE FROM HEAD START Mr. Turner stated a request for assistance in replacing framing and sheetrock removed due to mold remediation at the McGriff Street Head Start building. Children have been removed from the building. The remediation project cost the Head Start Program $175,000 and did not include repair of the remediated components (framing and sheetrock). The Executive Director of Head Start, Frank Godbout, is requesting assistance from the county. Mr. Turner explained that pursuant to an old agreement, Okaloosa County provides $10,000 annually in support of the Head Start Program through the Facilities Maintenance Department. He said the department could provide no more than $5,000 in materials and $5,000 in labor pursuant to that arrangement. However, he noted this request goes beyond normal maintenance, adding that he is not requesting additional money at this time. It was September 16, 2014 -19- Minute Book 71, Page 276 Okaloosa County Board of County Commissioners pointed out the building belongs to the City of Fort walton Beach. Mr. Harris asked about liability because the building does belong to the City of Fort Walton Beach and asked why the City is not responsible for the repairs. He asked what if something else happens down the road. Mr. Turner responded, "We will be out of funds.“ Mr. Godbout stated they did reach out to the City and were told this was a maintenance issue and not a structure issue. He cited problems with stormwater and said the police station next door is on higher ground than their building. Mr. Parisot stated Fort Walton Beach owns the building and should repair it. He also expressed concern that other county projects could fall behind if crews were moved to the Head Start project. Mr, Parisot shared Mr. Harris’ concern about using the $10,000 annual allocation upfront and said if some other maintenance project at the McGriff facility came up, nothing could be done. Upon inquiry by Mr. Boyles, Mr. Godbout stated they serve 116 children. Mr. Boyles made motion to approve the request. Upon inquiry by Mr, Parisot, Mr. Turner stated they only provide assistance to the McGriff Street location. An extended discussion ensued. Mr. Boyles said his motion was to reallocate the $5,000 for materials/$5,000 for labor for 2015 to repairs and to specifically prohibit any additional funding in FY 2015. Mr. Amunds asked if the Chairman should send a ietter to the City and request an opportunity to sit down and discuss this issue. Mr. Boyles advised he will include that provision in his motion. Mr. Amunds seconded the motion. 5 yeas. FACILITIES MAINTENANCE - GUARANTEED MAXIMUM PRICE FOR NEW BUILDING FOR SHERIFF’S COMPOUND IN SHALIMAR Mr. Turner stated the Board approved a target cost of $1.5 Million for the new building in the Sheriff’s compound in Shalimar. Mr, Steve Christopher with Lord & Son stated there were water issues at the site which increased the design costs. He advised the projected cost for this construction is $130 per square foot. Mr. Christopher stated the project is ready to go. Upon inquiry by Mr. Parisot, Mr. Christopher answered that he does September 16, 2014 -20- Minute Book 71, Page 277 Okaloosa County Board of County Commissioners not know what the fire department fees are. Mr, Parisot said he thought those fees were to be waived because the county deeded that property to them. Mr. Stewart stated Mr. Parisot is correct. Mr, Parisot then asked the impact on the Guaranteed Maximum Price (GMP) to which Mr. Christopher replied they were still looking at that. Mr. Parisot stated if those dollar figures were included in the GMP, they should be backed out. Mr. Christopher said he will get back te the Board on backing out those fees. Mr. Parisot opined that the increased costs were because we were in a hurry to get into the building. He said the water problem was not because of the April storms but because of the high water table and he thinks we have put the cart before the horse. Mr, Christopher stated they found water at three feet, Mr. Harris made motion, seconded by Mr. Boyles, to approve the GMP of $1,474,074. Mr. Boyles said he believes staff and the contract team has done a good job in working the numbers. He asked for the total cost on thie project. Mx. Turner replied his best guess is $1.6 Million. 5 yeas. FACILITIES MAINTENANCE - GUARANTEED MAXIMUM PRICE FOR NEW ADMINISTRATION BUILDING IN SHALIMAR Mr. Turner stated the GMP on the new Administration Building (former Shalimar Annex site) is $11,093,394 with a total number of $12,300,000. Mr. Christopher introduced Owen Gibson, architect with DAG Architects. He then presented elevations and the construction schedule for the 63,500-square foot building. Mr. Christopher stated the first two floors should be completed by August 15, 2015. He said the construction cost reflected in his supporting documents says $165 per square foot but that is incorrect, saying the number is $159 per square foot. Mr. Amunds made motion, seconded by Mr. Harris, to approve the GMP for this project. Upon inquiry by Mr. Parisot, Mr. Christopher stated the cost for alternatives was not included in the GMP. Mr. Turner said the basic elements were selected. Mr. Parisot asked when a decision will be made on the alternates. Mr. Turner replied, “within the next 60 days or so.” 5 yeas. September 16, 2014 -21- Minute Book 71, Page 278 Okaloosa County Board of County Commissioners PURCHASING - DIRECTION REGARDING CAPITAL IMPROVEMENT FINANCING OPTIONS Mrs. Zan Fedorak, Purchasing Manager, stated on August 19, 2014, the Board authorized staff to solicit quotes for a non-qualified bank loan to fund capital improvements. The Request for Quotes (RFQ) was advertised with quotes due on September 5, 2014. She xeported that two quotes were received and Mark Galvin, financial advisor with First Southwest, will review those with the Board. Mr. Galvin explained and compared the BBVA Compass and the SunTrust STI Institutional and Government proposals. He also compared the BBVA Compass 15-year quote and the SunTrust 20-year quote with a 20-year bond issue, 25-year bond issue, and a 30- year bond issue. After a lengthy discussion, Mr. Harris made motion, seconded by Mr. Parisot (for additional discussion), to opt for a 20-year bond issue. After continued discussion, Mr. Harris called the question-4 yeas, 1 nay. (Mr. Boyles voted no.) FACILITIES MAINTENANCE - EXPENSES FOR LOCATING TRAFFIC DIVISION TO READY AVENUE Mr. Turner stated when the Shalimar Annex was vacated the Traffic Division was relocated to the Mosquito Control building at the Public Works’ Ready Avenue location. Much of the technology (fiber optics) was moved to the south fiber head-end at the Briarwood Building. The fiber work is permanent and will provide a backup location for traffic control if Traffic’s main location ever becomes unusable. The estimated expense of moving Traffic to Ready Avenue appeared to be minimal and Facilities Maintenance planned to absorb those costs. However, the expense of moving the fiber was unknown at the time and came to more than $19,500. He reported these costs have pushed the Facilities Maintenance budget into the red. Mr. Turner requested $20,104.91 be transferred from Capital Outlay Projects Reserve to the Facilities Maintenance budget to offset the expenses of relocating the Traffic Division, Mr. Boyles made motion, seconded by Mr. Parisot (for discussion), to approve the budget transfer. Mr. Parisot asked if those expenses can be reimbursed. Mr. Turner said that will be up to the Board and Mr. Stewart said he believes it is a reimbursable expense September 16, 2014 -22- Minute Book 71, Page 279 Okaloosa County Board of County Commissioners because it was part of the Shalimar Administration Project. 5 yeas.
