7. Consent Agenda
Subject : 7.10 Authorization to advertise the
proposed Preliminary and Tentative
Budget and Millage Rate for fiscal
year 2025-2026, presented by Julie
Perry, Chief Financial Officer, and
recommended by the Superintendent
for approval.
Meeting : Jul 14, 2025 - Workshop Meeting
Type : Action (Consent)
Preferred Date : Jul 14, 2025
Absolute Date : Jul 14, 2025
Recommended Action : Motion to authorize advertisement of
the proposed Preliminary and
Tentative Budget and Millage Rate for
fiscal year 2025-2026.
Public Content
The District is required by law to advertise notice of its intent to tentatively adopt a millage rate and budget. These advertisements
include the "Budget Summary," "Notice of Proposed Tax Increase," and "Notice of Tax for School Capital Outlay." The "Notice of
Proposed Tax Increase" is required if the projected revenue is higher than the previous year. The projected revenue could be higher due
to increased property values, increased millage, or a combination of both.
Millage rates include the following:
1. Required Local Effort (RLE)
This millage is set by the State and is currently projected to be 3.124, a decrease of 0.007 when compared to fiscal year
2024-2025. The RLE for fiscal year 2024-2025 included a Prior-Period Funding Adjustment (PPFA) of 0.002 mills. The
final RLE millage will be provided to school districts no later than July 19. All school districts must levy the RLE in order to
receive Florida Education Finance Program (FEFP) funding from the State. Okaloosa's fiscal year 2025-2026 FEFP
State funding is currently projected to be $173.4 million. The RLE has been on a downward projectory for the last 31
years, dropping from 6.530 in fiscal year 1995-1996 to a projected 3.124 for fiscal year 2025-2026 with small increases
periodically in the mix.
2. Discretionary Operating
This millage rate is 0.748. The State expects all Districts to levy this millage and includes this projected funding in the
locally funded portion of the FEFP.
3. Capital Improvement
This millage rate is 1.500. This is the amount the State allows Districts to levy. The State only provides approximately
$1.0 million in Capital funding to school districts. All other funds must be raised through a combination of millage and
sales tax.
The advertisements must be in a newspaper of general paid circulation in the county or on the School District's website. The size,
format, and placement of the advertisements are specified in the Truth-In-Millage (TRIM) guidelines and must not be modified.
The advertisements will be on the School District's website on July 25, 2025. The direct link is www.okaloosaschools.com/page/public-
notices. This page may also be accessed from the School District's homepage by
