Jeff Littrell SUBJECT: Fort Bend Services, Specialized Polymers DEPARTMENT: Water and Sewer BCC DISTRICT: All STATEMENT OF ISSUE: OCWS staff requests direction from the BCC for possible approval of a contract renewal with Fort Bend Services, Inc. for the purchase of a specialized polymer (FBS C1282) used in the sludge thickening and dewatering process at the Arbennie Pritchett Water Reclamation Facility (APRWF). This would be the first renewal of three for contract C12- 1935-WS. The BCC tabled a previous request made by OCWS staff at the meeting on May 21, 2013 and directed OCWS staff to contact Fort Bend Services, Inc and request a 5% reduction in the contract unit price of $1.25 per pound in return for exercising the first of three annual renewals stipulated in the contract. BACKGROUND: OCWS uses polymer FBS C1282 for sludge thickening and dewatering at the APWRF. OCWS and Fort Bend Services entered into contract for the purchase of polymer FBS C1282 in January of 2012. The OCWS department has completed the "Contract/Lease Renewal Form" and the "Contract/Lease Internal Coordination Sheet" has been completed. Due to the annual value of the contract (approximately $275,000.00), we are requesting Board authorization for the first of three annual renewals. At the last regular meeting on May 21, 2013, the BCC tabled this request and directed staff to contact Fort Bend Services and request a 5% reduction of the contract unit price of FBS C1282 polymer in return for exercising the first of three annual renewals stipulated in the contract. Efforts have been made by OCWS staff to contact persons Fort Bend Services, Inc. with the proper authority to make changes in the contract price. These efforts are ongoing, but had not been completed by the May 29 deadline to submit agenda requests for the June 4, 2013 BCC meeting. OCWS staff expects to have made contact with and received a reply to their price reduction request before the June 4 BCC meeting. Staff will report the response from Fort Bend Services to the BCC and request approval to renew the contract and/or receive further direction from the BCC on how to proceed. RECOMMENDATIONS: Staff recommends direction from the BCC for approval of a Contract Renewal with Fort Bend Services for the purchase of a specialized polymer or to receive further direction, based on the response from Fort Bend Services to the request for a price reduction. RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 4, 2013 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: UWF Haas Center - TIF Revenue Projection Follow Up DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: Dr Rod Lewis to present the BCC with follow up discussion of revenue projections regarding proposal to establish a Tax Increment Financing District in northern Okaloosa County to fund infrastructure. BACKGROUND: During its meeting of May 21, 2013 the Board of County Commissioners received a presentation regarding the possibility of establishing a tax increment financing district to fund infrastructure, particularly roads. Unfortunately, the director of the University of West Florida's Haas Center (the lead researcher for developing the projected revenues was unable to attend), and so the Board agreed to allow a follow up presentation. The attached Excel spreadsheet provides the Haas Center's estimates of revenues that would be generated if the TIF district were to be established. Dr. Rod Lewis of the Haas Center will review these projections and answer any questions from the Board. RECOMMENDATIONS: Staff recommends that the Board receive the follow up presentation and provide direction to staff based on the Board's consideration of the matter.
