historically been served by the City of Crestview. The nearest OCWS water
main via public rights-of-way is approximately 1,000 ft away, and our nearest sewer main is
approximately 4,500 ft away. Due to sewer not being available from either utility, the developer
has proposed a septic tank (to be permitted by the Health Dept.). For this Dollar General parcel
only, OCWS staff is agreeable to the City of Crestview providing potable water and fire
protection service for two primary reasons. First, seeing that a Dollar General, by itself, doesn't
have much water demand, there would most likely be a water quality problem by extending the
OCWS water main 1,000 LF just for this parcel. The City already has an 8" water main abutting
the parcel, which has capacity to serve the project. Second, not much water revenue is expected
to be produced from a Dollar General to merit extending a water main 1,000 LF.
OCWS and City staff have a long history of working together and using common sense on
service area issues like this one. In the past there been projects in the City service area, which
they have allowed to be served by OCWS because the City did not have sufficient water capacity
available (i.e. Indian Trails Subdivision). For this particular parcel/project, City staff and the
Crestview City Council are agreeable to serving the project. In the past, these matters have been
usually been handled by the issuance of a letter from the Utility in whose service area the project
is located to the Utility which will provide service. The issuance of the letter is approved by the
appropriate Board or Council and the letter is accepted by the recipient Board or Council.
OPTIONS: Approve or deny.
RECOMMENDATIONS: Staff recommends BCC approval for the City of Crestview to
provide potable water and fire protection service to the Dollar General parcel/project described
above. Staff also recommends BCC authorization for the Water & Sewer Director to sign the
attached letter to notify the City that OCWS is agreeable to having the City provide potable
water and fire protection service to the Dollar General parcel/project.

RE: Dollar General – 1641 Hwy 90 East
Dear Mr. Steele:
This project is located in Okaloosa County Water & Sewer’s service area; however, we do not have a
water line available abutting this property. We will allow this parcel/project to be served by City of
Crestview Water System for potable water service and fire protection – due to their water availability
abutting the parcel and being that the parcel has been historically served by the City.
Sincerely,
Jeff Littrell
Water & Sewer Director
