Engineering plans have been completed for the project. This agenda item reflects an updated agreement for the 2013/2014 Budget year. BACKGROUND AND ANALYSIS: The project may be funded for Laurel Hill by the Small Cities Community Development Block Grant, CDBG, for the 2013/14 cycle. The State Department of Economic Opportunity has indicated the City of Laurel Hill will need to establish an Interlocal Agreement with Okaloosa County that includes the acknowledgement of the resurfacing project and agreement to the project specific to the county roads located in the City of Laurel Hill. OPTIONS: Approve/Disapprove. RECOMMENDATION: Request approval to enter into the interlocal agreement with the City of Laurel Hill for repair and resurfacing of certain roads within the City. RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 4, 2013 TO: Honorable Chairman and Members of the Board FROM: John Hofstad SUBJECT: Approval of Yard Debris Tub Grinder Repairs DEPARTMENT: Public Works BCC DISTRICT: All STATEMENT OF ISSUE: The Recycling Division's Morbark 1300 Tub Grinder is out of service and in need of repairs. BACKGROUND: On March 5, 2013 the Board authorized staff to send the Division’s other grinder, a Morbark 7600 in-line grinder, to auction for sale. The Board further authorized staff to utilize the proceeds (estimated at $100,000) to repair the smaller 1300 Tub Grinder for use at the Baker Landfill. Permission was also given to contract grind yard debris at the Wright facility for the balance of FY 2013 and for FY 2014. The Tub Grinder was delivered to Warrior Tractor in Montgomery the week of May 6. Since that time, Warrior Tractor has provided an estimate to complete all repairs needed. The amount is $81,885.52 and will take at least 30 days to complete, once authorized by the Board. As mentioned during the March 5th meeting, the Tub Grinder is crucial to our yard debris grinding operations at the Baker facility as we do not have the capacity to stockpile material in sufficient quantities to support a contract grinding operation. This type of operation typically requires a large volume of material (6,000 cubic yards or 1,000 tons) on hand to make it economically feasible to mobilize for a contractor. Staff believes that the investment in the estimated repairs is in the County's best interest. Staff will present a separate recommendation related to yard debris operations at the Wright facility at a future Board meeting based on new information as to the cost of contract grinding. OPTIONS: Approve/disapprove repairs to the Morbark 1300 Tub Grinder at the estimated cost of $81,855.52. RECOMMENDATIONS: Request the Board authorize the repair work to the Morbark 1300 Tub Grinder based on the estimate of $81,855.52 provided by Warrior Tractor.
